Absolutely.
And to be more precise: solid hands-on leadership. Eric wrote it in his original mail: both packaging maintainers are burned out/busy. That’s a state that is very unlikely to attract more developers – myself included.

Maybe I'm getting you wrong here, but ISTM that proper packaging is in the short list on nearly everybody’s “things I wish they'd fix in Python”.
