If you have a PEP and it's accepted, what would be the difference? In the end? Nothing. It was a comment about this whole process not even needing to exist.

Hindsight, as usual, is 20-20. If the process got enough discussion that somebody said, "look, this really needs a PEP," it's worth the effort to record it.
