I guess the question is whether immutability is useful to preserve in sys.implementation. I'm on the fence, but maybe "we're all consenting adults" and "simplest thing that will work" should rule the day.
Using a straight up dict and underscores for non-PEP-defined values is certainly simple, and easy to implement and describe.
