What do you mean by well-exercised? Basically, although --user is available in pip (and the underlying facilities in Python have been around for some time), it's difficult to gauge how many people are using them, and as a result what level of testing has happened in real-life situations. I'm using it often. I'm also unsure how broken it could be. The user site-packages is just another site-packages directory.
Broken like the prefix problem :)
Basically people have Python in a ton of different configurations and it’s hard to figure out if —user will work out of the box in all of them or not.
