Well, I certainly wouldn't advocate "except Exception: -1", but the syntax is the same as "except KeyError: -1" which is less unreasonable.
But PEP 463 was rejected, which means that any proposals along these lines need to first deal with the objections to that PEP, else there's not a lot of point discussing them.
