So I would see if you could diagnose whether your latest certs are so new compared to what others who run the test suite are using that that's what is causing your failure compared to others.

Python's test suite should depend on public CAs. The issue in poplib is related to https://bugs.python.org/issue32706 . I'll address the problem when I'm back home in Germany next week.
