is_readable — Tells whether a file exists and is readable
Description
is_readable ( string $filename
) : bool
Parameters
filename
Path to the file.
Return Values
Returns TRUE
if the file or directory specified byfilename
exists and is readable, FALSE
otherwise.

Errors/Exceptions
Upon failure, an E_WARNING
is emitted.
Notes
Keep in mind that PHP may be accessing the file as the user id that the web server runs as (often 'nobody'). Safe mode limitations are not taken into account before PHP 5.1.5.
Note: The results of this function are cached. See clearstatcache() for more details.
Note:
The check is done using the real UID/GID instead of the effective one.
This function may return TRUE
for directories. Useis_dir() to distinguish file and directory.
