Those Hobbits within the Shire, however, were described as being 'Inside'. Actually 'Inside' clearly covered Buckland as well as the Shire proper, though in fact many of the Shire-hobbits regarded the people of that 'new' land (settled less than seven hundred years before the end of the Third Age) as rather doubtful characters in their own right.
