The 1976 Tripoli Agreement was signed on December 23, 1976 in Tripoli, Libya by Carmelo Z. Barbero, representing the Government of the Philippines and Nur Misuari of the Moro National Liberation Front. The agreement defined autonomous administrative divisions for Muslims in the southern Philippines, the establishment of an autonomous government, judicial system for Sharia law and special security forces, and the observance of a ceasefire. The autonomous region was to have its own economic system, including an Islamic bank.

Facilitators of the agreement included members of the Quadripartite Ministerial Commission of the Organization of Islamic Conference, headed by Ali Abdussalam Treki, representing Muammar Gaddafi, leader of the host country, and the OIC Secretary General, Amadou Karim Gaye. The other members of the Quadripartite Ministerial Commission aside from Treki included representatives from Saudi Arabia, Senegal and Somalia. Ce traité est intervenu entre le gouvernement philippin (représenté par le sous-secrétaire à la Défense Carmelo Barbero) et la rébellion (représentée par le leader du Front Moro de libération nationale, (en)). Il a été établi sous l'égide de l'OCI et de la Libye. Le traité prévoir la création de 13 provinces sur l'île de Mindanao. Mais lors du référendum de janvier 1977, les dissensions entre les différentes parties en présence, les 9 provinces à majorité chrétienne d'une part, les séparatistes les plus radicaux d'autre part, le traité n'est pas ratifié par la nation entière. Le texte n'entre donc pas en vigueur, et la violence reprend sur Mindanao. Malgré cela, jusqu'en 1986, l'OCI incite les Philippines à l'application du texte de l'accord. (fr)
