Die Perwaja Liga 1991 war die letzte Spielzeit der zweithöchsten sowjetischen Fußballliga. Die Sowjetunion wurde Ende 1991 aufgelöst, und damit auch ihr Fußballsystem. Die beteiligten Vereine spielten nach der Saison 1991 in ihren jeweiligen nationalen Ligen, elf der insgesamt 22 Vereine in der neugegründeten russischen Liga. Viele der 1991 noch zweitklassigen Vereine konnten in der Folgesaison in den jeweiligen nationalen Ligen nun erstklassig spielen. Lediglich der abchasische Verein FK Dinamo Suchumi musste nach 1991 vorübergehend seine Spieltätigkeit einstellen, da die staatliche Zugehörigkeit Abchasiens umstritten war und das Land in einen Bürgerkrieg stürzte. Der Meister der Perwaja Liga 1991 wurde Rotor Wolgograd, gefolgt von Tiligul Tiraspol. Torschützenkönig wurde der Tiraspoler Spieler , der 25 Tore erzielte. All of its participants have entered the Top Divisions of the republics of their origin, except of Dinamo Sukhumi that because of the 1992-93 War in Abkhazia was dissolved. Due to the 1991 Soviet coup d'état attempt, a process of dissolution of the Soviet Union accelerated as well as a process of decommunization in former union republics. Number of cities changed their names returning to their original names. De stad Leningrad werd terug Sint-Petersburg en Sverdlovsk werd terug Jekaterinenburg. Aan het einde van 1991 werd de Sovjet-Unie ontbonden. De clubs gingen allemaal in de nieuwe hoogste klassen van de nieuwe onafhankelijke staten spelen, behalve Dinamo Soechoemi, afkomstig uit Abchazië dat een jaar eerder al weigerde om in de Georgische competitie te spelen.
