Alexander Andrew Penman Rowley (born 30 November 1963) is a Scottish politician who served as Deputy Leader of the Scottish Labour Party from 2015 to 2017 and acting leader of the party from August to November 2017. He has been a Member of the Scottish Parliament (MSP) since 2014, firstly for the Cowdenbeath constituency and for the Mid Scotland and Fife region since 2016. He has been described as being on the political left of the party. Born in Dunfermline, Rowley studied community education at the University of Edinburgh before serving as General Secretary of the Scottish Labour Party and a Fife councillor. First elected to the Scottish Parliament at a by-election in January 2014, he lost Cowdenbeath to Annabelle Ewing of the SNP at the 2016 election but was returned as an additional member for Mid Scotland and Fife. Following the resignation of Kezia Dugdale, he served as acting Leader of the Scottish Labour Party during the 2017 Scottish Labour leadership election. He served as Shadow Cabinet Secretary for Communities and Local Government from 2018 to 2019 and Shadow Cabinet Secretary for Brexit and Constitutional Relations from 2019 to 2020. He is currently Shadow Cabinet Secretary for Transport, Infrastructure and Connectivity. (en)
Alexander Andrew Penman Rowley (né le 30 novembre 1963) est un homme politique écossais qui est chef adjoint du Parti travailliste écossais de 2015 à 2017 et chef par intérim du parti d'août à novembre 2017. Il est membre du Parlement écossais depuis 2014, d'abord pour la circonscription de Cowdenbeath et pour la région Mid Scotland et Fife depuis 2016. Il est décrit comme étant de la gauche politique du Parti travailliste écossais. Né à Dunfermline, Rowley étudie l'éducation communautaire à l'Université d'Édimbourg avant de devenir secrétaire général du Parti travailliste écossais et conseiller de Fife. Élu pour la première fois au Parlement écossais lors d'une élection partielle en janvier 2014, il perd à Cowdenbeath contre Annabelle Ewing du SNP aux élections de 2016, mais est réélu en tant que membre supplémentaire pour Mid Scotland et Fife. À la suite de la démission de Kezia Dugdale, il est chef par intérim du Parti travailliste écossais lors des élections à la direction du parti travailliste écossais de 2017. Il est secrétaire du cabinet fantôme pour les communautés et les gouvernements locaux de 2018 à 2019 et secrétaire du cabinet fantôme pour le Brexit et les relations constitutionnelles de 2019 à 2020.
