Hellier de Carteret (fl. 1563 – 1578) was the first Seigneur of Sark, reigning from 1563 to 1578. He was the son of Edouard de Carteret, Seigneur of Saint Ouen (d. 1533), and grandson of Philip De Carteret, 8th Seigneur of St Ouen. It was Hellier's idea and initiative to re-cultivate the deserted island in 1563, and he was rewarded by being granted, by a Letters Patent, the fief in 1565 by Elizabeth I. He was also Seigneur of Saint Ouen in Jersey.

She was the widow of Clement Dumaresq and daughter of the bailiff Helier de Carteret, the uncle and namesake to the Seigneur of Sark. Hellier and Margaret's son was Philippe de Carteret I. Hellier de Carteret est le fils d'Édouard de Carteret, Seigneur de Saint-Ouen (1473-1533) et petit-fils de Philip De Carteret, 8e seigneur de Saint-Ouen et de Marie Sarre, fille de Simon Sarre procureur et connétable de Jersey. Il est parfois numéroté Hellier II de Carteret en raison de son beau-père qui portait le même prénom et patronyme Hellier ou Hélier de Carteret. Hellier a dirigé la troupe jersiaise qui repoussa l'attaque française à Bouley Bay sur la côte de Jersey. Hellier de confession catholique romain se convertit au protestantisme le 15 avril 1550. Il se marie en 1552 avec sa cousine Margaret de Carteret, fille de Hélier de Carteret, bailli de Jersey et de Margaret Dumaresq et veuve de Clement Dumaresq. Ils auront cinq enfants. Philippe Ier de Carteret (1552-1594), Amice (1559-1631), Ester (1570-), Guillaume (1574-1580) et Jeanne. En 1563, il reçut de la reine d'Angleterre, l'île de Sercq. Il prit possession de l'île de Sercq sur laquelle il fit édifier un manoir et devint le premier seigneur de Sercq. Il fit venir des jersiais afin de peupler l'île qui compta bientôt une quarantaine de colons. Des linteaux sur le premier moulin de Sercq indique la date de 1571. En 1564, il assista au synode calviniste en tant que représentant de l'Angleterre. Helier si riservò un sesto dell'isola per la costruzione della propria residenza Le Manoir, affittando il resto alle seguenti famiglie: Gosselin (a cui Helier, per un debito contratto con loro, permise di possedere il secondo maggiore appezzamento dell'isola a condizione di fornire quattro uomini e pagare un affitto di 50 scellini), Du Val, Le Cerf, Vibert, Chevalier, Le Brocq, Le Couteur, Rogier e Guille da Saint Ouen; Poingdestre e Hamon da Saint Saviour; Le Masurier e Le Gros da Trinity, Hotton da Saint John, Alexandres da St Peter e Smith, Dare, Brayer, Slowley e Roo dall'Inghilterra. Ancora oggi a distanza di oltre 400 anni i discendenti delle quaranta famiglie possiedono l'originale moschetto dato loro da Hellier per costituire la milizia e poco lontano dalla Seigneurie ci sono i cannoni donati a Sark da Elisabetta I per difendersi da eventuali invasioni. È andata persa invece, durante un naufragio della nave di proprietà della precedente famiglia dei signori (i Collings), l'originale lettera in cui la regina autorizzava De Cartered a colonizzare Sark, tuttavia ne esiste una copia nell'archivio reale di Londra.
