Er war als Anwalt bei Latham & Watkins tätig. Später war er von 1990 bis 1994 als Nachfolger von Samuel Alito Bundesstaatsanwalt für den Distrikt New Jersey, Richter am Bundesberufungsgericht für den dritten Gerichtskreis sowie Staatssekretär im Justizministerium.
