Minembwe est un territoire situé dans la province du Sud-Kivu en République démocratique du Congo. Cette entité administrative a été instituée par un arrêté ministériel du Premier Ministre Matata Mponyo en 2013, ce qui lui confère le statut de commune. Ce statut fait toujours l'objet de discussion car un décret a été promulgué illégalement, sans l’aval de l’assemblée provinciale du sud Kivu, qui a émis un recours comme le rend possible la constitution congolaise.

Minembwe is made up of localities whose majority group is Babembe, Bafuliiru, Banyindu,Banyamulenge and Bamushi people. All of these localities have been erected in the high mountains of Fizi. In 1999, Minembwe was established as territory alongside Bunyakiri in Kalehe territory. The two territories were established under the administration of the region by the Rassemblement congolais pour la Democratie(RCD Goma) a militia group in the years 1999-2000. The recognition of these two territorial entities is a source of tension between the various components of the Transitional Government at the beginning of 2006.
