A member of the Democratic Liberal Party (PD-L), he was a member of the Romanian Chamber of Deputies for Dolj County from 1990 to 2004, and sat in the Romanian Senate from 2004 to 2012 (except for the period of April–December 2008), representing the same county. In the Radu Vasile and Mugur Isărescu cabinets, he was Minister of Industry and Commerce from 1998 to 2000; in the first Călin Popescu-Tăriceanu cabinet, he was Minister of Transport, Construction and Tourism from 2006 to 2007; and in the Emil Boc cabinet, he was Minister of Transport and Infrastructure from December 2008 to September 2010. From October to December 2009, he was also acting Minister of Agriculture following the political crisis that led to the withdrawal of the Social Democratic Party from government. In 1978, he married Mihaela-Marinela Bădîrcea (b. 1954). The couple have two sons, Victor (b. 1981) and Andrei (b. 1984). Entrato in politica subito dopo la rivoluzione romena del 1989 nelle file del Fronte di Salvezza Nazionale (FSN), nel 1990 ottenne il primo dei suoi quattro mandati alla camera dei deputati, in cui sedette fino al 2004. Rimasto fedele alla fazione di Petre Roman dopo la scissione del FSN, nel 1993 si legò al Partito Democratico (PD), del quale fu membro fondatore, segretario nazionale, vicepresidente e primo vicepresidente. Fu vicepresidente della camera dal 1992 al 1998, quando fu nominato ministro dell'industria del governo Vasile. Dopo le dimissioni del primo ministro Radu Vasile, fu riconfermato anche nel successivo governo Isărescu. Divenuto senatore nel 2004, nel 2006 fu incaricato della conduzione del ministero dei trasporti del governo del liberale Călin Popescu Tăriceanu (PNL), salvo abbandonare la posizione nel 2007 dopo la rottura dell'alleanza tra PNL e PD, causata dalla scelta del PD di uscire dalla maggioranza. Nel 2008 fu nuovamente indicato come ministro dei trasporti di Emil Boc (PD-L), che lo volle in entrambi i suoi governi. Nel 2010, tuttavia, il partito operò un rimpasto che lo costrinse alle dimissioni.
