Soley was responsible for the collection and publication of Union and Confederate Naval records. He is considered to be a naval historian. Soley was laid down on 18 April 1944 at Kearny, New Jersey, by Federal Shipbuilding and Drydock Co. and launched on 8 September 1944; sponsored by Mrs. C. M. Cornfelt, Mrs. Howard C.
