It was published by the Hoover Institution Press, Stanford University. Richard F. Staar served as its editor in chief for most of its editions. The Yearbook was widely regarded as an objective, comprehensive, very detailed, and reliable reference work, with high quality editorial work. Reviewers noted that no other similar vast compilation of worldwide Communist activities had existed prior to the creation of this book series, becoming "the most authoritative word on the subject".
