IX. Olympiad Amsterdam 1928 Football Tournament

Introduction

Since the 1924 Olympics, Austria, Hungary and Czechoslovakia had all officially introduced professionalism and did not enter the 1928 tournament. Spain and the United States also had professional football, but decided to enter with amateur selections. Even though their matches are considered to be official internationals, neither team was even close to the strongest that could have been fielded without that restriction: the United States would do much better at the 1930 World Cup (where professionals were of course allowed) and the Spanish side in Amsterdam was in fact a Basque Country selection.

Football in the Scandinavian countries was strictly amateur, and their federations disapproved of the F.I.F.A. regulations on "broken time payments" (compensation for lost earnings), which had grudgingly been accepted by the I.O.C. provided that payment was made to the employer of the player, so none of them entered. Sweden had been one of only two countries (the other being the Netherlands) to have entered all four Olympic football tournaments until then (in 1908, 1912, 1920 and 1924; curiously, in each of these four tournaments, the Netherlands and Sweden played each other, with the Netherlands winning three times but losing to the Swedes in the replay of the bronze medal game in 1924).
For much the same reasons, England, Scotland, Wales and (Northern) Ireland withdrew (once again) from F.I.F.A. in 1928; thus no Great Britain amateur side (winners in 1908 and 1912, both times beating Denmark in the final, but, like Denmark, eliminated in the 1920 first round and absent in 1924) entered either. The withdrawal of the F.A. also ended Australia's ambitions to enter the 1928 Olympic football tournament; they had made preliminary arrangements for matches in Belgium and Northern France (Brussels, Paris, Roubaix) as well as Czechoslovakia (thanks to contacts resulting from theAustralian tour of AFK Vršovice in 1927) around their prospective Olympic participation, but as the Australian federation was only affiliated to the F.A. and not directly to F.I.F.A. itself (as the Canadian and South African federations had been until 1926, when they resigned from the world body following pressure from London), England's departure from F.I.F.A. prevented their Olympic adventure – it would have been the first time for a team from Asia or Oceania to participate, but that eventually did not happen until 1936, when China and Japan entered the football tournament at the Berlin Olympics.

The Netherlands thus became the only country to enter each of the first five official Olympic football tournaments; they had reached the semi-finals in all four previous editions, winning the bronze medals in 1908, 1912and 1920, but their chances of a repeat performance were severely compromised ten days before the start of the tournament by Prince Consort Hendrik, who drew defending champions Uruguay as opponents in the first round. (Certainly the worst ever draw for any host country in any sports event ever.) Four years previously, the South Americans had beaten the Dutch at the semi-final stage thanks to a late (and highly contentious) penalty award, after having been behind for half an hour (not counting the break), but this time there never was any real doubt about the outcome.

Germany returned to the Olympics for the first time since the war, but after an easy win against 1924 finalists Switzerland they were defeated by Uruguay in a bad-tempered affair which saw three players, including both captains, sent off.
Uruguay went on to reach the final where they met R�o de la Plata rivals Argentina. The two needed a replay (warmly welcomed by the organisers, who could well use the additional revenue) to settle the issue; they would meet again in the first ever World Cup final two years later, and again the Argentines had to settle for second best. Bronze medalists Italy would become the second World Cup winners in 1934, with a squad including more than half a dozen players present in Amsterdam (two of them, Montiand Orsi, playing for Argentina). Certainly none of the three medalists fielded a truly amateur team, but the 1928 Olympic football tournament was the last one enjoying a status comparable to the later World Cups.

Tournament Set-Up

The set-up of the tournament was identical to that of 1912: a straight knock-out tournament to determine the medals (with the losing semi-finalists playing off for bronze) and an additional consolation tournament open to all teams eliminated before the semi-final stage.
Also, as in 1908, when the medals for the winners of the consolation tournament were offered by the British Olympic Committee, and in 1912, when the prizes for the consolation series were handed out by the Swedish Football Association, the hosts, and not the I.O.C., provided the winners' award, in this case a trophy rather than medals.
However, unlike 1912, when all seven teams defeated in the first two rounds entered the consolation tournament, this time interest was very limited, with only four out of the thirteen candidates entering: the hosts, their traditional rivals south of the border, and the two eligible Latin American sides. Thus, only three matches were played in this secondary tournament, all outside Amsterdam and not officially part of the Olympic competitions. At least the fact that thetwo Low Countries were drawn against each other in the semi-finals of the event generated some welcome additional revenue.
As in 1924, the tournament schedule was not fixed at once. The preliminary and first round pairings were drawn on 17 May, the remainder of the tournament (i.e., the quarter-finals and semi-finals) on the evening of 29 May (when the last two first round matches still had to be played).

Venues and Attendances

Two stadiums were used for the Olympic tournament itself: while almost all matches were played at the newly constructed Olympisch Stadion, two took place just a few hundred metres away at the Nederlandsch Sportpark, better known as "het Oude Stadion", which had hosted the Nationale Olympische Spelenin 1916. The matches in the consolation tournament were staged in Rotterdam (Spangen, the Sparta home ground where the Netherlands played both matches) and Arnhem (Monnikenhuize, the Vitesse ground where Chile and Mexico met).
According to the official report (p. 183), the new Stadion would either hold 34,155 (21,537 seated and 12,618 standing) or 41,433 (16,197 seated and 25,236 standing), depending on the possible conversion of standing room into seating accommodation, but these suspiciously precise numbers (obtained by "careful calculation") were just a smokescreen (or amsterdamse bluf) obfuscating the fact, known to those responsible, that the actual capacity was only between 31,000 and 32,000 (cf. [Arn 94], p. 59), much less than originally intended (at least 40,000) and embarrassingly close to the capacity of the old stadium (which did not have a running track while its removable cycling track did not fulfil Olympic requirements, rendering it unsuitable to host the Games). It was nearly sold out on 26 May 1928 for the final of the hockey tournament between the hosts and India; the next day saw the start of the football tournament, in which the stadium was completely sold out on four occasions: for the first round match between the hosts and Uruguay, for the quarter-final between Uruguay and Germany, and finally for both the final and its replay. For all four matches, the official paying attendance was around 25,000, with the other places occupied by season ticket holders (about 3,000), officials and "guests of honour" (which appears to have included active athletes and volunteers).
For other matches the actual attendance can only be guessed; newspaper reports varied considerably in their estimates, e.g. between five and twelve thousand for the preliminary round match between Portugal and Chile, for which the paying attendance was just 2,309. (The wide range in estimates may in part have been caused by the (intentional) unclarity about the actual capacity of the stadium.) Thus, the attendance figures indicated in the match details section below are those listed by theofficial report of the Olympic Games as paying attendants; estimated actual attendances based on contemporary newspaper articles are added between square brackets by way of illustration; the attendances for the three matches in the consolation round are solely based on contemporary but sometimes conflicting press reports.
After the Games, the new stadium hosted the annualOlympische Dag between 1933 and 1958 and became the home of Blauw Wit, the Club van het Stadion, which had played its home matches at the Nederlandsch Sportpark before the Games. Ajax also played there for some years before moving to De Meer in 1934, occasionally returning to the Olympisch Stadion (which had its capacity gradually increased to about 65,000 by 1948) for their more important matches.

NB: Apart from the 17 countries which eventually entered, also Bulgaria, Estonia and Greece registered ahead of the tournament. Bulgaria (3 May, due to two major earthquakes on 14 and 18 April) and Greece (14 May) withdrew before the draw of the preliminary and first round on 17 May; Estonia were drawn to play Spain in the preliminary round (as the second match on 27 May). Referees

Compared to the 1924 Olympic football tournament, the refereeing generally appears to have been of a considerably higher standard, but there were two matches after which there were extensive discussions about the man in the middle.
In the first round match between France and Italy, Belgian referee Christophe not only lost track of the time towards the end of the first half, but also failed to disallow two Italian goals (the second and the third) for apparently clear offside positions, while the Germans complained bitterly about the Egyptian Mohamed, who had had the temerity to send off two of their players (and the captain of opponents Uruguay). However, Dutch press reports suggest he had been entirely correct in both cases, and the German football federation suspended both offenders for several months (it also rejected, apparently out of spite, the applications of a number of German clubs (from Hamburg, Kiel, Berlin and Leipzig) to play friendly matches with the Egyptian football team). The Dutch papers blamed the two teams, rather than the referee, for the highly disagreeable atmosphere in the match.
It was the first time since 1908 (when only six matches were played) that no referee was assigned more than two matches. It also was the first time that fewer than one quarter of the matches was allocated to referees from the host country. Although fewer matches were played than in 1924, and fewer countries participated in the football tournament, referees from more different countries were chosen to officiate.

[*] Gama was born in Brazil from a Brazilian father and an Italian mother; he was one of the founding members of Internazionale and scored their first goal in an official match (on 10 January 1909 against Milan); two of his brothers (Giuseppe and Umberto, both born in Italy) were referees as well.

NB: Henri Christophe and Job Mutters both also officiated in 1920 and 1924; they are the only two referees active at all three Olympic football tournaments in the twenties; in addition, Wim Eĳmers refereed one match in 1920 and was assigned two matches in 1924 but was replaced for both.
