The IIAE (Institute of Aeronautics and Space Investigations) was an organization of the Argentine Air Force established in 1960 to develop rocket technology and conduct sounding rocket launches and missile tests in conjunction with the nominally civilian CNIE agency (Comision Nacional de Estudios Espaciales). CNIE, also founded in 1960, oversaw development of Argentine space and missile technology, notably the Condor intermediate range missile. Argentine space enthusiast Teofilo Tabanera was its first director.
After the cancellation of the Condor IRBM program the government of Carlos Menem decided to have civilian oversight of Argentine rocketry and space development. CONAE was created for this purpose and replaced CNIE on 28 May 28 1991. CONAE incorporated the Air Force aerospace facilities in Cordoba and Buenos Aires of the former CNIE, as well as some of the civilian personnel involved in the Condor project. CONAE established and satellite tracking and control facility in Cordoba in 1997 and developed a series of indigenous optical and radar surveillance satellites (SAC and SAOCOM series). It also undertook joint civilian satellite projects with other countries.

The SAC-C Satelite de Aplicaciones Cientificas C was developed by the Argentine space agency CONAE and built by the Argentine company INVAP. The 467 kg satellite carried a battery of earth observing instruments for Argentine forestry and agriculture studies. SAC-C also carried a NASA experiment which used the distortion of GPS signals observed near the horizon to derive atmospheric conditions. The DPAF dual payload support structure, derived from Ariane's SPELDA, was ejected after deployment of the EO-1 satellite from the Delta stage to reveal SAC-C. After a further Delta burn SAC-C was ejected at 1955 GMT into a 687 x 707 km x 98.3 deg orbit.
