That set of pages is mostly filled with promises of the form "This section will contain...". For example<http://openjdk.java.net/guide/processWorkflow.html> :Process Workflow version 0.01
This is the main navigation for the document and the primary entry point. It is intended to be a quick start and overview which will have a hyperlinked diagram indicating sample work flows for common operations such as submitting a bug fix and adding a new API.
At one time these sections also contained a schedule for when they would be completed, but those dates have long since passed and the schedule has been removed. It appears that supporting external contributors was never very high-priority.
