For some reason it went out of practice recently, but so far was always enforced to link webrews from a website, so the html is available.
Cr.openjdk.java.net seems to be the easiest option, however, I think is only available to contributors, which is a sort of chicken/egg problem, but I guess is not difficult to find a webspace nowadays to post few kb of html code.
The webrew should also be attached to the bug request AFAIK, but I need to lookup the new guidelines enforced by the governing board to see if there are some words about that, I don't remember now.

Hi,
I'm seeing a number of folk having a lot of trouble trying to attach patches and webrevs to emails sent to the dev lists. I'm not sure what the mailing list policy/settings are in this regard but is there something we can do to make this easier for them?
