Sure but not everyone is a full contributor with access to cr.openjdk.java.net etc. But they do have access to webrev and many folks prefer to see a webrev rather than a patch as the patch has no context. And not everyone has easy access to, or wants to use, an external site to host the webrev.

Cr.openjdk.java.net seems to be the easiest option, however, I think is only available to contributors, which is a sort of chicken/egg problem, but I guess is not difficult to find a webspace nowadays to post few kb of html code.
The webrew should also be attached to the bug request AFAIK, but I need to lookup the new guidelines enforced by the governing board to see if there are some words about that, I don't remember now.
