Several tar libraries have been written, and there have been several requests for something like this to be more readily available. I found some old links in mail archives, but they were pretty old, and not all worked. There's a TAR writer in Zope: http://cvs.zope.org/Zope2/lib/python/App/tar.py I don't know if a TAR reader is currently available, though. Currently I use one by Lars Gust�bel http://www.gustaebel.de/lars/tarfile. It is pretty new, but according to the docs seems pretty feature complete (but then, what do I know...). Lars even added back a zipfile-compatible interface on my suggestion.
There are a handful others also, but I haven't used them.
