The village of Zapayán was founded on 29 april 1800 by José Calvo but the municipality of Zapayán was created much more recently, by Decree No. 005 signed in June 2000. Or, maybe, the municipality was refounded, which can explain the "new Zapayán" mentioned below.
Translated from municipal web site: "The flag is horizontally divided into three red stripes and three blue stripes. Thirteen white stars compose a big five-pointed star. The composed star representis the new land and the new hope of our municiaplity. The three blue stripes represent the waters that contrast with the greenness of our flora; the three red stripes represent the blood shed by our patriots thanks to whom we enjoy our new Zapayán."
Ivan Sache, 13 August 2008
The municipal web site now shows a plain flag and the text was removed.
