Restappa
The second book in the series, 1990's Jade Darcy and the Zen Pirates, is set on an isolationist planet called Restappa, a monarchy organized along vaguely Confucian principles and about to elect a new emperor. What would (from the story) have to be the flags of several of the principalities taking part in the election are shown in the cover illustration, though none are described in the story itself.
