The Fictional Flags section of the Flags of the World website concerns itself with flags of fictions. The flags included in these pages have met the following four criteria:
- They are not actual existing flags, though specimen may have been created as props or in merchandising;
- They have appeared or have been described in professionally published works of fiction, like books, films, television series, or video games;
- Their creators do not intend them to be real (proposals, mistaken representation of flags, and dubious claims are all treated under the relevant national etc. pages);
- The entities they represent do not exist in real life, though they may have a real-life counterpart (real organizations based on fictional creation, such as the Klingon Language Institute, are covered elsewhere).
Some fictional entities appear more than once in these pages. Usually these are cases where a distinction has been made between different incarnations of a work, such as a book and the movie based on it, owing to the flags being noticeably different. The same thing may also occur occasionally when a flag for an entity appears in different works, e.g. in comics cross-overs. Otherwise, all incarnations are joined on a single page.

- Books
This category includes any entry that can be described as written work: short stories, novels, comic books, and others. This includes the cover-art of such works, even if strictly speaking such art could not be considered a written work. Additionally, graphic works like illustrations and photographs are currently in this category. - Games
This category includes any entry that can be described as a game. This includes video games as well as table-top games. Series of games are usually described together, though on occasion a major branch may have its own entry in this list. - Movies
This category includes any entry that can be described as a film. This includes series of sequels, and Made-for-TV or Made-for-Video films. TV mini-series, on the other hand, are covered under Fictional flags on TV. - Television shows
The category of fictional flags on TV includes any entry that concerns television series. For a Made-for-TV movie, see the Fictional Flags in Film section. - Advertisement
This category includes any entry that derives primarily from advertising. Mostly, these are flags that supposedly represent fictional countries. Otherwise, the meaning is usually not clearly defined.
