Grunewald
The novel is set in the principality of Grunewald, «an infinitesimal member of the German Empire;» from the story’s context it would appear to take place sometime between 1848 and 1870. The microstate has a flag, mentioned two or three times but described in no greater detail than «yellow».
the Flag Tower climbed, stage after stage, into the blue; and high over all, among the building daws, the yellow flag wavered in the wind.
and, beyond that, upon the palace roof, and the yellow banner flying in the blue.
