By tradition, the Muster of Edoras was under the command of the First Marshal of the Riddermark. At the time of the War of the Ring, this tradition had lapsed, partly through the schemes of Saruman and Gríma. Though there was no First Marshal, the Muster did have a leader in Elfhelm, though he did not at that time carry the title of Marshal. Notes 1 In fact Edoras does not seem to have been the original chief city of Rohan, and its Golden Hall was only raised some sixty years after the founding of the land (by Brego, Rohan's second King). In the earlier decades, the seat of the King appears to have been Aldburg in the Folde. In terms of the various musters of Rohan, this confuses matters somewhat, because Aldburg was also the headquarters for the Muster of the East-mark, so a separate 'Muster of Aldburg' would have made little sense. The implication seems to be that the various musters and divisions post-dated the establishment of the royal seat in Edoras, and so the Muster of Edoras would have been formalised after the raising of Meduseld in III 2570.
