Russian space program in 2025
Just before the start of the year, Roskosmos promised to launch no less than 12 communications (INSIDER CONTENT), remote-sensing (INSIDER CONTENT) and other satellites from the Russian launch sites in 2025. Some foreign payloads were also planned for launch, according to the State Corporation. In June, head of Roskosmos Dmitry Bakanov promised more than 20 orbital launch attempts in 2025, reversing the falling rate of launches in the previous three years. According to First Deputy Prime Minister Denis Manturov, Russia operated 220 scientific and application satellites in April 2025.

Planned Russian space launches:
November 27: A Soyuz-2-1a rocket to launch the Soyuz MS-28 crew vehicle (No. 753) from Baikonur, carrying three members of Expedition 74 to the International Space Station, ISS.
December 19: A Soyuz-2-1a rocket to launch the Progress MS-33 cargo ship from Baikonur.
The mission was initially planned in March 2026, but by 2024, it was advanced to Nov. 20, 2025. Before the end of 2024, the launch was delayed to Dec. 19, 2025.
The spacecraft departed RKK Energia's ZEM plant in Podlipki for Baikonur at the end of September 2025 and arrived at Baikonur by October 7. The active preparations of the vehicle for launch started on November 10, with the testing of its radio system in the anechoic chamber of the spacecraft processing facility at Site 254.
December 22: A Proton-M rocket to launch the Elektro-M No. 2-2 weather satellite. (As of August 2025. Delayed from July 2024). On Sept. 10, 2025, Roskosmos reported the arrival to Baikonur of a train with components of a Proton vehicle for a federal mission, along with the Block-DM03 stage and a payload fairing manufactured at NPO Lavochkin.
December 28: A Soyuz-2 rocket to launch Aist-2T No. 1 and No. 2 observation satellites and a cluster of secondary payloads from Site 1S in Vostochny (As of September 2024).
In 2021, the launch was promised in 2023. In February 2020, the mission was planned for November 2022 and was later re-scheduled for Dec. 25, 2024. By mid-October 2024, the mission was postponed until at least March 17, 2025, and by the end of 2024, it was rumored to be delayed until June 26, 2025. Early in 2025, the launch slipped to the end of August 2025.
The launch vehicle for the mission was delivered to by rail from Samara to Vostochny in mid-November 2024. However, in May 2025, a tour company carrying tourists to Russian launch site listed the Aist-2T launch window in 2026.
On Oct. 31, 2025, Roskosmos announced the start of work with the Fregat upper stage for the Aist-2T mission in Vostochny. The space tug was extracted from its transport container and place at its work site inside the spacecraft processing building for upcoming pneumatic and electric tests. Upon their completion, the stage would be ready for the delivery to the fueling station, ZNS, for propellant and pressurized gases loading, which would represent irreversible operations and kick off an active launch campaign, but at the time, Roskosmos did not mention the launch date for the mission.
According to unofficial sources, by early Novermber 2025, the industry committed to launching the mission on Dec. 28, 2025.
Delayed from first quarter: A Soyuz-2.1a rocket to launch the Obzor-R remote-sensing satellite. In early 2024, the launch was expected in the second quarter of that year, but by August 2024, it was postponed until the fourth quarter of 2024 and by September 2024, it was postponed until the first quarter of 2025.
The unboard payload for the first Obzor-R was delivered to RKTs Progress for final integration in April 2024, making it possible the shipment of the satellite to the launch site in December 2024 and its launch in the first quarter of 2025, according to RKTs Progress. However, unofficial sources said in the Fall of 2024, that the Kasatka-R radar payload had to be shipped back to its manufacturer, NII TP, for upgrades after failing tests, which was the main reason that pushed the mission from 2024 into 2025. By early 2025, the launch was delayed until Summer of Fall of that year.

2025: A Soyuz-2 rocket to launch five experimental satellites for the Marafon IoT system (INSIDER CONTENT). (As of early 2023)
