Public private partnership (PPP) continues to be an innovation in the field of infrastructure and... more Public private partnership (PPP) continues to be an innovation in the field of infrastructure and social services investment. The two significant PPP project participants are public agencies and developers. Critical success factors (CSFs) in PPP projects are ascribed to the success or failure of PPP projects. Hence, the purpose of this papert is to find out the level of agreement for PPP housing projects between stakeholders on CSFs. This study used descriptive and exploratory research design. Sixty three questionnaires were given to PPP housing project participants in Bauchi, Nigeria. With SPSS, forty two questionnaires were returned and analyzed effectively. For the study, the rank correlation of spearman was used. The analytical findings show that there is a favorable connection on the CSFs of PPP projects between private developer participants and government agencies. Therefore, it can be concluded that there is consensus on CSFs of PPP projects in Nigeria between stakeholders.

This paper reviews transaction costs magnitude of developed and developing countries using standard sampling and procedure by analyzing data from four (4) developed countries; United States of America, United Kingdom, Newzealand, and Czech Republic and two (2) developing countries in Africa; Ghana and Nigeria. According to thefindings Newzealand have the highest TCs magnitude among all countries compared of about 16.5% averagely and with Czech Republic with 0.13% minimum that are incurred by stakeholders when bidding public sector construction projects. This is an important comparison and strengthens the assumption that there is a significant link between transaction costs incurred in bidding and public sector procurement, and that reducing such costs must be important for the contracting firms of various countries. The costs incurred by various stakeholders participating in the tendering process and their magni... more The costs incurred by various stakeholders participating in the tendering process and their magnitude has attributed incongruity between government and contractors, economic drain and less competition in public sector projects. The aim of the study is to develop model that predict the transaction cost of bidding construction projects based on Public Procurement Act 2007 (PPA 2007). To achieve this, quantitative survey design based on structured questionnaire was used. The data collected from 143 sampled contractors selected using stratified sampling techniques from the North-West states of Nigeria were analyzed using Partial Least Squares-Structural Equation Modeling software. The results from the analysis revealed three (3) major sources of transaction costs identified from the field as; eligibility documents, contract administration costs, and securing related documents methods. In addition, the three identified transaction costs sources were found to be significant determinants of transaction costs for contractors bidding for construction projects of various types. Moreover, bidding costs model was found to exhibit good forecasting power that can be used to predict the magnitude of costs incurred by contractors in bidding projects in Nigeria. The study concludes that the transaction costs of contractors in bidding construction projects on average is 8.21% of contract sum after validating the model with real life data, and it will benefit incoming firms into the industry as a bidder by knowing their entry probable costs indicators for public projects. The study recommends that further studies should be explore to identify some potential factors such as Equipments, financial capability and professional staff strength which could provide new insights into bidding transaction costs incurred for construction projects.

However, within construction sector, there's minimal study and its potentiality is not well explored in terms of effectiveness and hierarchical-relationship. Paper aimed to explore potentiality of Fayol's principles in Nigerian construction projects. Mixed data collected from professionals using structured questionnaires and interview. Study recorded response rate of 57.5%. The collected data analyses using descriptive/inferential statistic and ISM-based model. Finding show that professionals admitted Fayol's principles as an effective in managing building projects. Also, from ISM-based model, top level1 (Remuneration, Scalar chain, Esprit-de-corps) remain highly dependent principles while bottom level5 (Division of work and Authority) identified as significant principles that may lead to others from bottom to upward direction. Additionally, MICMAC-Analysis grouped 99% of Fayol's principles as linkage group. Study concludes Fayol's principles have potential to promote efficiency, effectiveness, performance and the model will provide better perceptive understanding of hierarchical-relationship among principles of management.

This study aimed at forecasting the economic value of those eligibility document (ED) toward gove... more This study aimed at forecasting the economic value of those eligibility document (ED) toward government revenues for a proceeding year. ED is the mandatory requirements need to be presented by any contractors or supplier to show his eligibility and capability for the project. A quantitative survey research methodology was adopted, with structured questionnaires administered to contractors in NorthWest Nigeria. Times series and regression analysis were employed in the analysis of the data collected. The contribution of the construction sector towards the growth of the country's economy over the years has been affecting government revenue generation. These could be as a result of poor performance of the construction industry in the implementation of infrastructural projects among others. Thus, results show a significant contribution of approximately ₦5.2billion by the sector through those ED. The study concluded that the sector contributes towards the economic growth of the Nigerian GDP, but more is required by addressing the associated challenges that surrounded the sector as well as the business environment, such as conducive business environment, taxes holiday and more development projects initiated from the government in it budget appropriation. The study recommends easy access of actors in the Building and Construction sector to credit facility with less interest rate.

The emergence of the Public Private Partnership in housing delivery was to allow the private sect... more The emergence of the Public Private Partnership in housing delivery was to allow the private sector to participate in affordable housing provision. However, the increasing Nigerian population still has a significant shortage of affordable housing units. Hence, the need for an alliance formation approach to provide housing at a cheaper rate is the basic need of man. This study aims to assess the challenges in affordable housing project delivery and examine the factors in alliance formation methods for effective housing project delivery. Research design was used, and the study population was drawn from Architects, Quantity Surveyors, Civil Engineers, Contractors and Project Managers. A purposive sampling approach was adopted for this study. A total of 80 questionnaires were distributed, and 52 were returned. This represents a response rate of 64%. Descritive statistics such as mean and relative important index were used for the analysis of data. The findings show the problem of inaccessibility to land in good locations and inadequate funding by the mortgage system were the significant factors affecting housing delivery. The analysis further revealed that the alliance formation, which involves sharing material and financial resources between public, private, and contractual parties, would significantly contribute to affordable housing delivery.

Also, the project performance in terms of cost, time and quality is grossly affected. This paper is part of an ongoing Ph.D. research aims to develop a Safety management framework for mitigation of accident on building construction sites in Nigeria. The conceptual framework was developed based on a review of literature. The conceptual framework is divided into five parts: Construction projects' hazards, Safety management roles of project stakeholders, interrelationship among stakeholders' safety management roles, Safety output and Safety outcome. Lastly, the conceptual framework shows that the stakeholders' roles and their relationship will develop an effective system of safety management for mitigation of accident on building construction sites.

Background: The aim of this mixed-methods, systematic literature review was to develop an underst... more Background: The aim of this mixed-methods, systematic literature review was to develop an understanding of the factors affecting the implementation of tobacco and substance use intervention programmes in the secondary school setting using NPT as an analytical framework. Methods: A search strategy was developed that combined implementation, school and intervention search terms. Literature searches were conducted in MEDLINE, Embase, PsycHINFO, Scopus, ERIC, CINAHL, Web of Science and the Cochrane Library. PROSPERO was also searched for similar systematic reviews and a grey literature search of policy documents and relevant material was also conducted. Papers were eligible for inclusion if they were based in a secondary school and focused on the implementation of a tobacco or substance use programme. Both quantitative and qualitative methodologies were considered for inclusion. Normalisation Process Theory (NPT) was used as a conceptual framework to identify facilitators and barriers of implementation and to structure the synthesis. Results: Inclusion criteria were met by 15 papers. The included papers were both quantitative and qualitative and focused on a range of tobacco and substance use interventions, delivered by differing providers. Key facilitating factors for implementation were positive organisational climate, adequate training and teacher's and pupil's motivation. Barriers to implementation included heavy workloads, budget cuts and lack of resources or support. Quality appraisal identified papers to be of moderate to weak quality, as papers generally lacked detail. Conclusion: NPT highlighted the need for studies to extend their focus to include reflexive monitoring around appraisal and the evaluation processes of implementing new tobacco or substance use programs. Future research should also focus on employing implementation theory as a tool to facilitate bridging the gap between school health research and practice.

Government sometimes used direct labour system as alternative to contracting system. It became necessary to compare the performance of these systems in project delivery. Therefore, the aim of the study is to find out which among the two systems offer greater performance as regard to building construction projects delivery in terms of cost, time and quality in some selected completed project in Nigeria. Questionnaires were used for data collection and were issued to professionals and management staff of Government and private contractors, and were analysed using descriptive statistics. The findings show that, the contracting system offers greater performance in terms of cost, time and quality, over direct labour system. Based on these findings the study concluded that even though there are some allegations on the performance of contracting system, it still remain the method of project delivery that offer greater performance in terms of cost, time and quality if handle properly.

The study established that total state budget and capital expenditure budget allocation strongly influence construction budget allocation and there exist a strong positive correlation between construction sector budget and capital budget allocation and between total budget size and construction budget allocation. Therefore, the study recommend that Government should ensure stability in the proportional share percentage of allocation to construction sector to promote growth and development of the sector and also ensure proper monitoring and effective service delivery with regards to allocations to the construction sector.

The study concluded that the sector contributes towards the economic growth of the Nigerian GDP, but more is required by addressing the associated challenges that surrounded the sector as well as the business environment, such as conducive business environment, taxes holiday and more development projects initiated from the government in it budget appropriation. The study recommends easy access of actors in the Building and Construction sector to credit facility with less interest rate.

Th... more Contracting business in public sector within various counties has a transaction cost to incur. This paper reviews transaction costs magnitude of developed and developing countries using standard sampling and procedure by analyzing data from four (4) developed countries; United States of America, United Kingdom, Newzealand, and Czech Republic and two (2) developing countries in Africa; Ghana and Nigeria. According to the findings Newzealand have the highest TCs magnitude among all countries compared of about 16.5% averagely and with Czech Republic with 0.13% minimum that are incurred by stakeholders when bidding public sector construction projects. This is an important comparison and strengthens the assumption that there is a significant link between transaction costs incurred in bidding and public sector procurement, and that reducing such costs must be important for the contracting firms of various countries.

The costs incurred by various stakeholders participating in the tendering process and their magni... more The costs incurred by various stakeholders participating in the tendering process and their magnitude has attributed incongruity between government and contractors, economic drain and less competition in public sector projects. The aim of the study is to develop model that predict the transaction cost of bidding construction projects based on Public Procurement Act 2007 (PPA 2007). To achieve this, quantitative survey design based on structured questionnaire was used. The data collected from 143 sampled contractors selected using stratified sampling techniques from the NorthWest states of Nigeria were analyzed using Partial Least Squares-Structural Equation Modeling software. The results from the analysis revealed three (3) major sources of transaction costs identified from the field as; eligibility documents, contract administration costs, and securing related documents methods. In addition, the three identified transaction costs sources were found to be significant determinants of transaction costs for contractors bidding for construction projects of various types. Moreover, bidding costs model was found to exhibit good forecasting power that can be used to predict the magnitude of costs incurred by contractors in bidding projects in Nigeria. The study concludes that the transaction costs of contractors in bidding construction projects on average is 8.21% of contract sum after validating the model with real life data, and it will benefit incoming firms into the industry as a bidder by knowing their entry probable costs indicators for public projects. The study recommends that further studies should be explore to identify some potential factors such as Equipments, financial capability and professional staff strength which could provide new insights into bidding transaction costs incurred for construction projects.

However, the increasing Nigerian population still has a significant shortage of affordable housing units. Hence, the need for an alliance formation approach to provide housing at a cheaper rate is the basic need of man. This study aims to assess the challenges in affordable housing project delivery and examine the factors in alliance formation methods for effective housing project delivery. Research design was used, and the study population was drawn from Architects, Quantity Surveyors, Civil Engineers, Contractors and Project Managers. A purposive sampling approach was adopted for this study. A total of 80 questionnaires were distributed, and 52 were returned. This represents a response rate of 64%. Descritive statistics such as mean and relative important index were used for the analysis of data. The findings show the problem of inaccessibility to land in good locations and inadequate funding by the mortgage system were the significant factors affecting housing delivery. The analysis further revealed that the alliance formation, which involves sharing material and financial resources between public, private, and contractual parties, would significantly contribute to affordable housing delivery.

Background: The aim of this mixed-methods, systematic literature review was to develop an underst... more Background: The aim of this mixed-methods, systematic literature review was to develop an understanding of the factors affecting the implementation of tobacco and substance use intervention programmes in the secondary school setting using NPT as an analytical framework. Methods: A search strategy was developed that combined implementation, school and intervention search terms. Literature searches were conducted in MEDLINE, Embase, PsycHINFO, Scopus, ERIC, CINAHL, Web of Science and the Cochrane Library. PROSPERO was also searched for similar systematic reviews and a grey literature search of policy documents and relevant material was also conducted. Papers were eligible for inclusion if they were based in a secondary school and focused on the implementation of a tobacco or substance use programme. Both quantitative and qualitative methodologies were considered for inclusion. Normalisation Process Theory (NPT) was used as a conceptual framework to identify facilitators and barriers of implementation and to structure the synthesis. Results: Inclusion criteria were met by 15 papers. The included papers were both quantitative and qualitative and focused on a range of tobacco and substance use interventions, delivered by differing providers. Key facilitating factors for implementation were positive organisational climate, adequate training and teacher's and pupil's motivation. Barriers to implementation included heavy workloads, budget cuts and lack of resources or support. Quality appraisal identified papers to be of moderate to weak quality, as papers generally lacked detail. Conclusion: NPT highlighted the need for studies to extend their focus to include reflexive monitoring around appraisal and the evaluation processes of implementing new tobacco or substance use programs. Future research should also focus on employing implementation theory as a tool to facilitate bridging the gap between school health research and practice.

Government sometimes used direct labour system as alternative to contracting system. It became necessary to compare the performance of these systems in project delivery. Therefore, the aim of the study is to find out which among the two systems offer greater performance as regard to building construction projects delivery in terms of cost, time and quality in some selected completed project in Nigeria. Questionnaires were used for data collection and were issued to professionals and management staff of Government and private contractors, and were analysed using descriptive statistics. The findings show that, the contracting system offers greater performance in terms of cost, time and quality, over direct labour system. Based on these findings the study concluded that even though there are some allegations on the performance of contracting system, it still remain the method of project delivery that offer greater performance in terms of cost, time and quality if handle properly.

The study established that total state budget and capital expenditure budget allocation strongly influence construction budget allocation and there exist a strong positive correlation between construction sector budget and capital budget allocation and between total budget size and construction budget allocation. Therefore, the study recommend that Government should ensure stability in the proportional share percentage of allocation to construction sector to promote growth and development of the sector and also ensure proper monitoring and effective service delivery with regards to allocations to the construction sector.
