By their mind people interpret what they called heritage for diverse present and future purposes. Therefore interpretation is very complex and changes over time with the changing social context, values, and set of people in interpretating proseses. In the case of conservation, the values influence how people interprete and care for heritages, in particular Colonial heritage that generate more discourse about responsibility and ownership issues. Thus, understanding the values of a community, Chinese and Acehnese and other involved ethnic groups, is utilized to discuss the history and architecture of shophouses in Peunayong, the Chinatown of Banda Aceh. Besides value discourses among users (inheritors), shophouses, private owned colonial heritage, also generate other discourses, ownership and responsibility issues among government, landlords, and Tenants. The discourses are discussed in various eras that represent the rise, the fall, and contemporary era of Peunayong.

To do this I borrow from the work of Laurajane Smith who argues that heritage is a cultural process linked to activities of remembering and identity formation. This definition requires us to move beyond the idea that heritage is merely tangible and asks us to acknowledge the importance of uses of material culture. Thus, I argue that the relationship between form and function should be central in understanding architectural heritage. The paper examines these issues with particular reference to examples from Banda Aceh post the 2004 Tsunami Disaster and, to do this, borrows some methods from architectural anthropology. The paper argues that the traditional architectural conservation practices, including adaptive reuse, that stress the importance of building forms should be expanded. Thus, the paper offers the idea of adaptive re-form or redesign where function is privileged to the extent that material form may be altered to accommodate the resurrection of traditional uses. This is practically important in post-disaster contexts and Southeast Asian cultural contexts, where materiality is viewed as impermanent.

I show this by observing the ways the idea Islamic City, " Kota Madani " has been translated into several architecture developments and consequently the ways the architecture form and boost the image of Islamic city. To do this, the paper employs semi–structured interview, participant observation and literature study method. The paper conducts a survey on architectural development and spatial regulation in Banda Aceh. By doing this, I argue, the state, in this case Banda Aceh's local government, through its institutional policies and practices, politically controls the formation of public architecture, especially iconic or monumental architectural heritage. The stakeholders, especially government have translated the idea " Kota Madani " into at least three interrelated ways. Firstly, They adopt what so–called the image and Middle East architectural styles, especially Islamic holy places architectural style. Secondly, spatial planning has set and consequently strengthened the Baiturrahman Mosque as a central or landmark of Banda Aceh. Thirdly, Islam is combined with modern concept by enacting several modern buildings and facilities imbued with Islam.

So far the urban planning and development in the city is focusing on reconstruction and rehabilitation, which can be absolutely understandable considering the devastating impact of tsunami at that time, however as the time passes by, a new intention has to be created to the conservation effort not only to uphold the value that Aceh once had, but also as an attraction to boost tourism. The paper argues that, despites some challenges in the interpretation and institution side, Puenayong would be the suitable place for conservation in Banda Aceh. Peunayong old shop-houses still retain the heritage architectural value. The long history of the area and the typical old Chinese architectural type of shop-houses make the area just the place for conservation. The regular maintenance by the owner such as painting, cleaning, and other efforts to protect old materials from decay have enabled this old shop-houses still stand at its architectural value today. As the economic value of the area is now increasing, reuse strategy could be used to maintain the character and the architectural value of the shop-houses and at the same time enhancing the environment quality of the site for tourist attraction.
