This paper focuses on the institutionalization of secularism in Turkey through the establishment ... more This paper focuses on the institutionalization of secularism in Turkey through the establishment of a Directorate of Religious Affairs as a state office, vested with full authority over Islamic thought and practice. It explores the ways in which the state promoted this Directorate as the only legitimate Islamic authority in Turkey and how, in the 1990s, alternative voices representing Islamic thought and practice gained salience and challenged the authority of official Islam. It is in such a context that the Islamic modernizers emerged as a new political movement around AK (Justice and Development) Party, which broke off from the former Islamist party Refah/Fazilet, and won a major victory at the 2002 general elections. Mesut Yılmaz is a member of the new and younger generation of Turkish political leaders. Unlike t... more Mesut Yılmaz is a member of the new and younger generation of Turkish political leaders. Unlike the older veterans of contemporary Turkish politics, such as Bülent Ecevit and Süleyman Demirel, who began their political careers in the late 1950s and early 1960s, respectively. Yılmaz entered politics in 1983 at the age of thirty-four. Despite his youth and lack of political experience, however, he attained national prominence very rapidly as a protégé of Turgut Özal. When the forty-three-year-old Yılmaz was elected as the head of the Motherland Party {Anavatan Partisi—^ANAP) in 1991, he became one of the youngest political party leaders in modem Turkish history. Unlike Ecevit or Demirel, Yılmaz was not involved in the breakdowns that Turkish democracy experienced in 1960, 1971, and 1980. It would probably be quite curious, if not confusing, for uninformed readers of Turkish politics ... more It would probably be quite curious, if not confusing, for uninformed readers of Turkish politics who are interested in learning more about Turkey's ruling party, the AKP (Adalet ve Kalkınma Partisi/Justice and Development Party), to pick up these five books, all written by scholars of Turkish politics, all dealing with the ideology of the AKP and the social and political conditions that gave rise to it, all published by prestigious publishers, and realize that they make almost completely opposite claims. For example, while Banu Eligür in The Mobilization of Political Islam in Turkey claims that the AKP is an Islamist party that is “opposed to democracy” (p. 11), William Hale and Ergun Özbudun in Islamism, Democracy and Liberalism in Turkey: The Case of the AKP see the AKP as a secular, conservative-democratic party that clearly rejects Islamism as a political ideology and is perhaps making the most significant contribution to the expansion of democracy in Turkey.

This study examines the conception of nationhood developed by a political movement referred to as... more This study examines the conception of nationhood developed by a political movement referred to as Ulusalcılık (nationalism), which emerged at the turn of the century. We focus on ways in which the Ulusalcı movement makes use of nation-building techniques to establish and propagate its own version of Turkish nationhood as one that is primordially secular and patriotic. This is expressed in its opposition to Islamism, Ottomanism, and what it sees as imperialist Western powers. We argue that the most significant technique Ulusalcı nationalists use to rebuild Turkish nationhood is a relocation of the nation's founding moment, from the official Kemalist one marked by the founding of the Republic in 1923 to the War of Independence fought against the European powers between 1919 and 1922. Yazar, AKP iktidarının kendi siyasetini ve otoritesini meşrulaştırmak amacıyla siyasi kimliğini ve vizyonunu Kemalist modernleşme projesinin topluma yabancı, yerli olmayan, “reklam arası” niteliği taşıyan, yapay ve tüm bu nedenlerle geçici ve durdurulması, hatta yok edilmesi gereken bir proje olduğu iddiası üzerine kurduğunu ifade etmektedir. Yazara göre AKP bu amaçla toplumda laik-Müslüman şeklinde suni bir fay hattı yaratarak, bu hat etrafında Beyaz-Zenci Türk gibi kimlikler ortaya sürüp bunları kendi söylemini ve iktidarını pekiştirecek ve meşrulaştıracak şekilde tanımlamıştır. Makalede AKP’nin iktidarını kurma ve meşrulaştırma çabalarının bir ürünü olan “Beyaz Türk” kategorisinin içi gerçek kişilerle doldurulması mümkün olmayan, boş ve bu anlamda kâğıttan-bebek olarak nitelenebilecek sahte bir kimlik olduğu ileri sürülmektedir. Bu kimlikle hedef alınan yaşam biçimlerinin, Türkiye modernleşmesinin geçirdiği değişik evrelerden farklı biçimlerde etkilenerek değişik nitelikler kazanmasıyla geniş bir yelpazeye yayılmış olan ve tek bir tanım altında toplanması mümkün olmayan zengin bir çeşitlilik içerdiği iddia edilmektedir. Makalenin ana argümanı, Türkiye modernleşmesinin sadece kentli üst ve orta sınıflarla sınırlı kalmış olan bir proje değil, istenen ve istenmeyen bütün sonuçlarıyla birlikte bir bütün olarak yurt dışından gelen etkilerin de zamanla yerli biçimler aldığı, heterojen, zaman zaman birbiriyle çelişen farklı unsurlar üretmiş, zengin bir çeşitlilik içeren ve eninde sonunda kalıcılaşan her şeyin yerlileştiği büyük bir dönüşüm olarak ele alınması gerektiğidir.

Bunun tek istisnası, 1990'ların sonunda Roxanne Euben, Fred Dallmayr, Michael Freeden, Andrew March gibi yazarların çalışmalarıyla ortaya çıkmış olan Karşılaştırmalı Siyaset Kuramı alanıdır. Ama bu alan da şimdilik İslam Siyaset Düşüncesini kendine özgü bir yazın üretmiş bir alan olarak tanımlamaktan çok Batı dışı düşünce geleneklerinin özellikle de İslami düşüncenin belli başlı temsilcilerinin Batı akademik dünyasına tanıtılmasıyla sınırlı kalmıştır. Ayrıca bu alanın başını çeken yazarlar, İslami düşünceyi tamamen Batı siyasi kuramı çerçevesinde ve İslam Siyaset Düşüncesinin ana sorunsallarını, kendi iç dinamiklerini, geleneklerini ve tarihini dikkate almadan ele almaktadırlar. Bu nedenlerle İslam Siyaset Düşüncesini kapsamlı bir yaklaşımla ele alan bu derleme sadece bu alanın zengin çeşitliliğini, kendine özgü dinamiklerini ve tarihselliğini ortaya koyması açısından değil aynı zamanda kendi içinde bir bütünlüğü olan, bağımsız bir siyasi kuram alanı olarak yer edinmesine yönelik bir ön çalışma niteliğinde olması açısından da son derece değerli bir girişimdir.
