This study investigated the positioning of teacher education institutions (TEIs) in the glocaliza... more This study investigated the positioning of teacher education institutions (TEIs) in the glocalization continuum of bilingual complexities in responding to the global and local demands for harmonious and peaceful nation building. This study was exploratory in nature. The researchers used survey questionnaires to account the effects of more than four decades of enforcement of Bilingual Education in the Microcosm area in Cebu City (Philippines).Stratified sampling technique was employed; wherein strata were divided based on specialization of the 213 pre-service teachers. Cronbach's alpha was usedto measure reliability and internal consistency of the instrument. Principle component method through factor analysis was utilized to reduce the data complexity and to identify important factors of bilingual education policy. Results revealed that bilingual education policy has duplicitous character in a non-native English country. Yet, it is a tool that can propel nation building. Much of it lies in the hands of the teacher education institutions' power and capacity to ignite other industries of the country.

It explored the paradigm thinking: both political and social aspects of the extension workers, their understanding of basic principles of community development continuum of volunteer style from dependency to empowerment. This is a quantitative descriptive study using the national data sets from UNESCO Institute of Statistics and data generated from researcher-made questionnaires. The finding shows that community preschool program like KABATAAN 2010 can generate success if sustained and its proponents would not undermine the basic principles and guidelines of community development which can reduce school failures among entrant to primary education and can empower adult learners through literacy. Thus, this program yielded no economic value and has not reached sustainability or empowerment phase.

The study examines the impact of Caputatan Norte Instructional Intervention Program (CIIP), as an... more The study examines the impact of Caputatan Norte Instructional Intervention Program (CIIP), as an intervening factor to reduce poverty in Medellin Cebu. This project was initiated by the faculty of the Laboratory School of Cebu Normal University. This is in response to the growing need of accessibility and empowerment of local government units (LGU) in the country. This paper uses the following frameworks Life Long Learning Assessment, Poverty Reduction and Clear Community Development Frameworks. This study utilized quantitative method and descriptive statistics design. Researchers’ questionnaires were used to gather data. CIIP is seen as a tool to reduce poverty because it effected re-engagement of out-of-school youth in the formal schooling both in secondary level and college level and in the workforce. Yet, this project just like any other community based project can attain sustainability if and only if it can reach the self sufficiency phase or the indirect phase. But as of the moment when this study was conducted the project was seen in the community project development framework was in the direct state.
