Online signature campaign websites have become more prominent, gaining traction and support from online audiences. Environmental issues are a particular concern in these online petition sites, including the closure of beaches for cleanup and recovery, protection of national and urban parks, and the removal of certain establishments like bars and clubs that promote rowdy behavior and littering. As such, it is important to examine this platform. The experiment sought to determine whether the presentation of an issue in an online signature campaign would affect the acquisition of signatures; and examines the cognitive and content-related factors that influence audiences’ change in knowledge, attitude, and online behavior when presented with an online petition. Guided by the Elaboration Likelihood Model (ELM) of Petty and Cacioppo (1986), an experiment was developed to examine how individuals process and elaborate messages from petitions presented in narrative and empirical frames, using an existing issue of party establishments (bars, clubs and restaurants) in San Fernando Beach, La Union as its stimulus. Sixty participants from two top-tier universities in the Philippines from various colleges and departments (Business, Psychology, Economics, Mass Communication, Engineering) were recruited through convenience sampling, with these participants declaring they were either opposed or unaware of this proposed ban. They were then split into two groups of 30, classified according to their level of motivation and matched based on academic grouping (Natural Sciences/Engineering, Humanities, Social Sciences, Business). Changes in knowledge and attitude, (based on ELM) and behavior (signing of petition) of the participants were measured. Results showed an increase in knowledge and a change in the attitude of the respondents towards the issue. However, when it comes to signing the petition, it was observed that personal biases, heuristics and other assumptions (including policy implications) influenced their decision to sign. Moreover, one’s level of motivation and ability and exposure to a corresponding stimulus (i.e. high motivation and ability with data-driven petitions, or low motivation and ability and narrative petitions), would not be a determinant of signing, with these heuristics and biases having priority. It is recommended that other theories of framing and decision-making be utilized in replication, with larger and more diverse sampling (including non-university students and differing socio-economic backgrounds).

This study aimed to describe how the Philippine Department of Health (DOH) communicated COVID-19 ... more This study aimed to describe how the Philippine Department of Health (DOH)
communicated COVID-19 risks and the government’s response during the first six
months of the COVID-19 pandemic. Through the Crisis and Emergency Risk
Communication (CERC) framework of the US Centers for Disease Control and
Prevention (CDC), the study surfaced the different themes in the press briefings of the
DOH, and the role of the spokesperson in communicating risk and government response
strategies. A sample of 19 press briefings, across the three stages of Preparation, Initial
Event, and Maintenance, were collated and analyzed to accomplish the different
objectives. The findings of the study have shown that discussions of crisis magnitude
(active cases, recoveries, and deaths), presentations of government response, and personal
and community response activities were dominant themes in these press briefings.
Spokesperson behavior and communication approaches have also been found to make
quantitative and qualitative differences in the communication of risk and government
response. This study has also shown the potential for the use of government press
briefings as a unit of analysis in understanding government as a mediator of information.

The role of self-disclosure plays a vital role in the interpersonal relationships that is formed in these platforms. Ephemeral media platforms such as Snapchat, Facebook Stories and Instagram Stories will be the main focus, as these three are known major platforms in terms of ephemeral content. The use of Social Penetration Theory and Uncertainty Reduction helped in forming the survey used for the data gathering, and as well as the guide for the focus group discussion which this study conducted in order to get both a general and specific information regarding this research study. There were exactly 134 respondents who answered the survey, and two focus group discussions were conducted. The common themes, as well as the most used ephemeral media was observed and interpreted in the study.
