Proje, şiddete varan aşırıcılıkla mücadelede en iyi uluslararası pratikleri göz önünde bulundurar... more Proje, şiddete varan aşırıcılıkla mücadelede en iyi uluslararası pratikleri göz önünde bulundurarak, özellikle siber uzayda çevrimiçi radikalleşmeyi besleyen aşırıcı terör örgütlerin mesajlarıyla mücadeleyi hedef alan örnekleri öncelemiştir. Proje kapsamında “Gençten Gence-P2P”, “Radikalleşme ve Gençlik Webinar Serisi” ve “Görsel İçerik Yarışması” etkinlikleri icra edilmiş ve bu etkinlikler uzantısında iki farklı yarışma düzenlenmiştir. Gerçekleştirilmiş olan etkinliklerde görsel içerikler ve küçük çaplı projeler geliştirilmesi sağlanmıştır. Söz konusu içerikler ve projelerle, genç kitlelerin şiddete varan aşırıcılıkla mücadeleyi daha iyi anlamlandırıp aşırıcılığa karşı tavır almaları ve bu duruşun yaygınlaştırılmasında nasıl daha aktif rol alabileceklerine ilişkin düşünmelerinin sağlanması hedeflenmiştir.

The project utilized the emerging international best practices in countering violent extremism (C... more The project utilized the emerging international best practices in countering violent extremism (CVE), particularly those seeking to fight the messages of extremist terror groups in cyberspace that are breeding online radicalization. The project carried out some novel activities, namely Peer to Peer (P2P), Webinars on Radicalization and Youth, and Visual Content Competition. Within the scope of these activities, two different contests were organized. Under these activities, students were expected to develop visual contents and small projects. Through the contents and projects to be developed, the objective was to prompt the youth to better understand the CVE, take a stance against extremism and make them think about how they can play a more active role in spreading this stance.

It is with great pride that COE-DAT presents volume 2 of “Good Practices in Countering Terrorism... more It is with great pride that COE-DAT presents volume 2 of “Good Practices in
Countering Terrorism (GP CT Vol.2).” This project launched in 2020 to address current
issues and research in the field of counterterrorism. Within this scope, the GP CT Vol.2
is the latest initiative aimed at practical solutions to counter-terrorism policy problems
with innovative best practices proven in the field.
This project, in cooperation with TOBB University of Economics and Technology,
was published by terrorism experts, academics, and practitioners. The aim of this project
is to provide critical thinking in the field of CT, an inherently sensitive subject, and
to create an interactive platform of expertise on effective methods, strategies, national
responses and alternative models.
As stated in NATO 2030 document, Allies agreed to step up NATO efforts to build
the capacity of alliance partners in areas like CT. Each of NATO’s member stability is
significantly vital for alliance security. Previous experiences reveal that prevention is
always a better option when we compare with intervention. Recent conflicts in Ukraine
with Russia once again emphasized the emergency of this issue.
In this context, COE-DAT organized a series of workshops, which increased
information sharing and demonstrated progressive research on current issues in the fight
against terrorism, including Terrorism Experts Conference 2021. This project, which
emerged because of this hard work, aimed to develop and synchronize CT policies at
the national level, but also to provide for future studies and research. Without a doubt,
these practices will not work in all environments, as terrorism varies by region and
circumstances. However, COE-DAT submits that these can be used as an inspiration in
the development of effective counter-terrorism policies and efforts.
COE-DAT believes that this book will be an inspiration and lead up to more “good
practices” combining the conceptual and operational aspects of counter-terrorism in the
coming years. COE-DAT is committed that this series will continue to be updated in
future endeavors

It is a privilege to share the second volume of “Good Practices in Counter Terrorism”, the result... more It is a privilege to share the second volume of “Good Practices in Counter Terrorism”, the results of the efforts of a group of highly respected researchers and practitioners. In order to address the current issues and the bourgeoning discussions in the field of counter terrorism (CT), in early 2020, the NATO Centre of Excellence for the Defence Against Terrorism (COE-DAT) initiated the “Good Practices in Counter Terrorism” project with the academic support of TOBB Economics and Technology University (TOBB ETU). This living project has been produced by members of the pool of visiting lecturers at the COE DAT, the accumulated human resources of the center through years of engagement with academics and practitioners. Within this framework, we, as COE DAT and TOBB Economics and Technology, organized a series of workshops in which current issues in CT were addressed by relevant experts. Upon the conclusion of the discussions and based on the latest research and experience of our experts, we published the first volume of “Good Practices in Counter Terrorism” in early 2021. Following the same structure, and initiated in early 2021, the second volume of the series is the final outcome of a one-year endeavor which has built an interactive platform of expertise on the effective methods, strategies, national responses, and alternative models in CT. We hope that this timely contribution will offer a comprehensive and multi-sectoral approach to support efforts in the CT domain through inspiring various actors in their ongoing endeavors to develop, professionalize and synchronize CT policies at the national level.

This project emerged in early 2019 in response to the need to use real practical solutions in the... more This project emerged in early 2019 in response to the need to use real practical solutions in the search for policy solutions in response to existing terrorist threats.

The COE DAT, as the initiator of the project and a think-tank institution working in the interest of NATO, narrowed the focus on the role of the military in relation to other instruments of force.

The aim of the project is to collect “good practices” to counter terrorism that have worked in specific places and contexts that are short, but long enough to have sufficient detail, while remaining easily digestible for policy makers to serve as a starting point for their own counter-terrorism efforts. COE-DAT fully recognizes that the practices described in this book will not work in all environments as terrorism changes based of location and circumstances. However, the practices described serve to inspire thought and creativity to modify and try new approaches and ideas in the fight against terrorism.

COE-DAT recognizes that counter-terrorism is an extremely broad security challenge. COE-DAT also recognizes that military forces alone will not be able to defeat terrorism, nor should military forces be the lead agency in the fight against terrorism. Terrorism evolves from local grievances and as such requires a whole of government / whole of society approach that includes strategic cooperation and the collective action of nations, civil society, and the international community.

COE-DAT, in cooperation with academia, collects good practices in counter-terrorism and offers this publication to the NATO community, partner nations, other nations of interest, and academia in order to promulgate “good practices” in the global fight against terrorism. COE-DAT considers this book as a “living” document and will update and add more “good practices” in the coming years that combines conceptual and operational aspects of counter-terrorism.

Günümüz çatışma alanlarında sadece askerler değil, aynı zamanda devlet dışı unsurlar da yer almakta, çatışmaların seyri üzerinde etkili olmaktadır. Medya savaş zamanında askeri birliklere iliştirilmektedir. Hükümet dışı kuruluşlar çatışma sonrası süreçte vazgeçilmez hale gelmiştir. Özel askeri şirketler ise orduların yerini alacak gibi görünüyor. Nihayette yirmi birinci yüzyılın çatışmalarının diğer unsurları olarak medya, hükümet dışı kuruluşlar ve özel askeri şirketler savaş plancıları tarafından değil savaş teorisyenleri tarafından da değerlendirilmesi gereken önemli unsurlardır. Savaş teorisyeni Clausewitz savaş teorisi için bir üçleme geliştirmişti: halk, ordu ve hükümet. Onun üçlemesine göre zafer için bu üç boyut arasında kesin bir denge olmalıdır. Ama savaşın dengesi yeni unsurlar tarafından etkilenecek gibi gözüküyor.

Günümüz çatışma alanlarında sadece askerler değil, aynı zamanda devlet dışı unsurlar da yer almakta, çatışmaların seyri üzerinde etkili olmaktadır. Medya savaş zamanında askeri birliklere iliştirilmektedir. Hükümet dışı kuruluşlar çatışma sonrası süreçte vazgeçilmez hale gelmiştir. Özel askeri şirketler ise orduların yerini alacak gibi görünüyor. Nihayette yirmi birinci yüzyılın çatışmalarının diğer unsurları olarak medya, hükümet dışı kuruluşlar ve özel askeri şirketler savaş plancıları tarafından değil savaş teorisyenleri tarafından da değerlendirilmesi gereken önemli unsurlardır. Savaş teorisyeni Clausewitz savaş teorisi için bir üçleme geliştirmişti: halk, ordu ve hükümet. Onun üçlemesine göre zafer için bu üç boyut arasında kesin bir denge olmalıdır. Ama savaşın dengesi yeni unsurlar tarafından etkilenecek gibi gözüküyor.

The Delphi Survey mentioned in the report is conducted by the participation of another group of academics, experts and government officials, 15 from each country. The report builds on discussions made during the on-line meetings and the Delphi Survey, as well as the relevant literature.

In this context, the groundbreaking changes brought about by the technological developments in the economy have caused and continue to be revolutionary changes in society. Therefore, political institutions should also be expected to undergo a transformation. The first indication of this situation occurred on January 6, 2021, when the President of the United States was blocked for twelve hours from sending messages to the public on Twitter. This article includes an examination of this issue from the perspectives of the History of Political Thought, Computer Science and Political Science.
As a result, the changes in technology are expected to create changes in political systems. It is emphasized in this article that the biggest technological change in the Information Revolution might well be expected to be a result of the digitization of social activities. When we exclude the scenarios where the individual or the state prevails in the dystopian sense, it can be expected that the "governance" model will be effective in the political systems of the new era. This can be seen as a guarantee for humanity that the current software developments are not possible in the establishment of a political structure that does not have a human factor, at least at the level of current science. Future studies, on the other hand, should be carried out on how the governance model in question, in which the human factor is effective, should eventuate.

COVID-19 pandemisi, 2020 yılında hayatın her alanını etkileyen bir fenomen olarak küresel anlamda... more COVID-19 pandemisi, 2020 yılında hayatın her alanını etkileyen bir fenomen olarak küresel anlamda etki gösterdi ve göstermeye devam ediyor. Dünyanın müreffeh kısmını oluşturan Kuzey yarımkürede yaşayan ve genel anlamda “Batı” şeklinde adlandırılan devletlerde yaşayan insanların “sahip olduklarını kaybetmeleri tehdidini teşkil eden” bu olay, gündelik hayatın en önemli konusu haline geldi. Batı’da yaşayan insanların yaş ortalamaları düşünüldüğünde çoğunluğun büyük bir savaş ve büyük bir salgın yaşamadığı gerçeği ise algıladıkları tehdidin boyutunu göreceli olarak artırmaktadır. Şüphesiz kitle iletişim araçlarına bu kadar hâkim olan gelişmiş dünyanın hissettikleri çok hızlı bir şekilde dünyanın geri kalanına da aksetti. Bu durum ise yaşadığımız pandeminin, tüm dünyada yüksek seviyede duyarlılıkla algılanmasını etkileyen unsurlardan biri oldu. Pandeminin sağlığımızı elimizden alma olasılığının yarattığı tehdit ise, insanlığın bir yarış içerisinde özelde COVID-19 virüsüne ve genelde ise salgın hastalıklara karşı duyarlı olmasını sağladı. Bu yazı, insanlığın tarih boyunca biriktirdiği salgın hastalıklar tecrübesine ışık tutmak amacıyla kaleme alınmıştır. Tarihi anlamda yaşananlar ve elde edilen tecrübeler bugün yapılanları anlamamıza ve ileride ne ile karşılaşacağımıza dair bir fikir sunmaktadır. Bu çerçevede, bu yazıda sırasıyla dünya tarihinde, Türkiye tarihinde ve savaşlarda salgın hastalıklar incelenmiştir. Bu sayede, tarihten öğrenilen ve hatta öğrenilemeyen dersleri sunmak mümkün olmuştur.

Savaş Çalışmaları da bu tartışmalardan payına düşeni alarak, o da zenginleşmiştir. Colin M. Fleming'in 2009 yılında Journal of Strategic Studies'de yayımlanan makalesine attığı başlıktaki "Yeni veya Eski Savaşlar" bu tartışmayı çok güzel isimlendirmektedir. "Savaş" hakkındaki en çok eleştirilen ise Carl von Clausewitz'in 1832 yılında yayımlanan "Savaş Üzerine" adlı eserinde geliştirdiği kuram olmuştur. "Yeni Savaş" kuramlarını geliştirenlere göre artık savaşlar eskisi gibi değildi ve ancak yeni kavramlar bunu açıklayabilirdi. Bu kamplaşmaya Clausewitz'in yazdıklarını yeniden okumayla eleştirel stratejik yaklaşan üçüncü bir taraf eklenmiştir. Onlara göre, yeni savaş kuramcılarının aksine, yeni savaşlar Clausewitz'in "Savaş Üzerine"nin derinlemesine okuması ile açıklanabilir.

Particularly throughout the Global North, home to the most prosperous nations, the pandemic has produced a wave of anxiety. Given the average age of people living in the West, most have never experienced a great war or major upheaval like the pandemic. As a result, their perception of threat is at immeasurably high levels, and the West’s pronounced anxiety and threat perception have infected other parts of the world thanks to mass media. Hence, all over the world, people perceive the pandemic with a high level of sensitivity. No doubt, the pandemic’s life-threatening nature makes us all susceptible to COVID-19 and to pandemic diseases in general. This article hopes to shed light on the historical human experience of pandemics, which might help us understand better what is happening today and what we will encounter in the future. In this context, it presents the history of pandemics in the world and Turkey and helps us think through what lessons we have learned and those that have remained (un)learned.

This study introduces the TUBAKOV dataset, which offers extensive data on 57 peacekeeping operati... more This study introduces the TUBAKOV dataset, which offers extensive data on 57 peacekeeping operations (PKOs) that Turkey has contributed to between the years 1988-2015. TUBAKOV improves existing data in several ways. First, it draws data from governmental resources that have not been previously used. Second, Turkey's contributions for each PKO are presented both at the levels of PKO and PKO-contribution year format. The website of the dataset also allows access to qualitative data such as primary text sources, hence facilitating qualitative and multi-method research on peacekeeping. Preliminary analyses indicate that the frequency, nature and the geographic focus of Turkey's contributions to peacekeeping operations demonstrate a significant shift with the new millennium. Preliminary findings offer interesting insights to the changing characteristics of Turkey's PKO involvements relating to the content, geography and timing of these contributions over the time period covered by this dataset.
