Display ConstraintSet with its satisfaction status:

• ConstraintSet[Literal[True]] when always satisfied
• ConstraintSet[Literal[False]] when never satisfied
• ConstraintSet[bool] when ambiguous

Also shorten "is statically known to be falsy" to "is always falsy" in static_assert error messages.
