Description

According to issue #13641 upgrading to DockerDesktop v4.23 should solve the issue, but the following warning still appears after booting on all 3 Windows 10 pcs:

Reproduce

1. power on win 10 computer
2. wait a few seconds
3. warning appears in a message box saying:
4. "service not running"
5. "Docker Desktop service is not running, would you like to start it?Windows will ask you for elevated access."
6. click "start"
7. windows is not asking "for elevated access"
8. docker desktop will run as expected

Expected behavior

on versions before v4.22.0 this message box did not appear.
