Build PR documentation for all languages.

This PR will show any doc building issue for any of the languages before the PR is merged to main.

This PR will prevent issues like the one introduced in:

• 🌐 [i18n-KO] Translated plan_customization.md to Korean #1771

and fixed by

• Fix YAML scanner error when building documentation #1841

Tests have this error, but it is not related to this PR:

  help: `tokenizers` (v0.10.3) was included because `smolagents[test]`
        (v1.23.0.dev0) depends on `transformers` (v4.12.2) which depends on
        `tokenizers`

I fixed that issue in:

• Pin huggingface-hub <1.0.0 to fix failed to build tokenizers #1844
