Reproducible Example

import pandas as pd

def func(a, b): return a + b

df = pd.DataFrame([[1, 2], [3, 4]]) df.apply(func, b=1) # OK df.apply(func, raw=True, b=1) # TypeError: func() missing 1 required positional argument: 'b'

Issue Description

df.apply(raw=True) should act similarly to df.apply(Raw=False). It worked below v2.1.
