Short description
Adds Xenoborgs to the gamemode voting pool. Per #2829 it is already a possibility when players vote Secret, but now it can also show up as a direct choice itself.
Chance arbitrarily picked by me matching extended/red tide. Happy to tweak.

After enabling the auto preset vote and setting min players on the voting & the preset to zero, it correctly show up.

Short description
Bumps Xenoborgs down from being twice as common as other 'PvP' antags to being equally as common as them.
Why we need to add this
As mentioned in #2829:
I put the Xenoborgs number a little higher ( 10 % ) because they're new and novel. This number can get bumped down to 5% when people get tired of them.
They're less new and novel now and people are a bit tired of them. This PR bumps them from 10% to 6%, with the 4% of that being given out to NukeOps, Zombies, Changeling, and Revolutionaries. I did it this way to preserve the 60% ratio of 'Extended / Traitor' shifts, just dropping the Xenoborgs number along would've thrown the ratios off a little.
The ratio of 'Extended / Traitor' shifts to 'PvP' shifts remains unchanged by this PR:
- 60% of shifts are still Extended or Traitor
- 24% of shifts are 'PvP' shifts
It's just that Xenoborgs will represent a more even amount of 'PvP' shifts.

Short description
It is intended for Beta to have less antagonists by design, but lately there have been two suggestion threads asking that the numbers for non-traitor modes be bumped up.
Part of this issue is PRs re-adding gamemodes like Vampires without regard for the existing gamemode weights. The current secret weight adds up to 1.201.201.20 instead of 1.001.001.00, so a 666% gamemode roll is actually effectively only a 555% gamemode roll. It might seem small potatoes, but it adds up a lot when it affects all gamemodes.
In short:
- 'Traitor-like' modes are down from 656565% →\rightarrow→ 555555%. This includes Traitors, Changelings, Vampires, Extended, and Vamptraitorling. I've defined 'Traitor-like' as "gamemodes where there's some kind of solo-ish antagonist who has to kill or steal from a small number of people." This definition is super arbitrary and can be argued if it's accurate— but I'm just trying to broadly categorize for the sake of communicating the changes in this PR.
- 'PvP' modes are up from the intended 252525% →\rightarrow→ 282828% (#2829). This includes Nukeops, Zombies, Zombieteors, Revolutionaries,
and Xenoborgs. Due to the weights, this number is actually more like 222222% on live right now.
I haven't categorized it, but the rest of the % is made up of modes like Survival, Kessler Syndrome, Shitstation, etc.
- Survival was made very slightly more likely ($0.06 \rightarrow 0.07$) because people asked for it.
