Implementation of competence-based approach and informatization of education allows increasing efficiency of existing evaluation models, requires deep changes in all components of the education system. The attention is focused on a new generation of educational standards through improvement of innovative technologies of evaluation, providing open educational process (transparency of monitoring procedures and equal opportunities of students to achieve educational goals), help the student as a personality of learning activities to solve the problem of self-determination, self-control, self-realization.

Упровадження компетентнісного підходу й інформатизація освіти дозволяють підвищити ефективність існуючих моделей оцінювання, вимагають глибоких змін усіх компонентів системи освіти. Акцентовано на освітні стандарти нового покоління через удосконалення нетрадиційних технологій оцінювання, що передбачають відкритість освітнього процесу (прозорість процедур моніторингу і рівних можливостей студентів для досягнення освітніх цілей), допомагають студенту як суб’єкту навчальної діяльності розв’язувати завдання самовизначення, самоконтролю, самореалізації.

The peculiarities of the implementation of Europeana digital cultural heritage resources into the educational process are considered, the educational potential of which in the formation of digital competence of educators determines the search for innovative approaches and resources. It is proposed to introduce courses for first-year students on the peculiarities of the use of digital, which increases the level of the formation of their critical thinking and creativity in the open education circumstance.

To solve the problem of controlling these processes on the basis of operating data on characteristics of processed raw materials, the method of controlling mill charge is suggested considering measurements of its output product. This method is based on correlation of the output product quantity and the rate of the mill charge. The process of the object’s operation is modeled, while time characteristics of the output controlled value and the mill charge are approximated to assess accuracy of the method of determining the mill charge. The possibility to use the discrete Kalman filter is studied in order to indentify the object’s characteristics under noises by measurement results. The e-learning project offers main results and perspective in further collaboration in European c... more The e-learning project offers main results and perspective in further collaboration in European community. Our primary task is to prepare prospective educators, which are able to solve complex problems of digital citizenship. They will be inventive individuals, socially responsible, proficient in ICT using, capable to implement student-centered approach in adaptive environment. No doubt it refers to the formation of educators' research-oriented attitude, which was based on open educational resources (OER). To ensure the quality of education we tend to build an information system of education at the LMS Moodle, which will at the same time create a flexible personal learning environment for each student. However, the implementation of innovative e-learning models and the need for facilities to meet modern approaches, confirms a complexity of quality assurance process. In addition, the necessity for systematic rethinking of approaches and methods of professional standards development as well as key competences will depend upon the resources educators choose to use, to and to integrate into educational activities. So, we have identified the following issues to be solved concerning OER: to develop assessment skills; to collect, to adapt and to reconcile; to resort organizational support in order to develop skills in working; to participate in the relevant communities of experience; to engage students; to work up own OER and to provide assistance to the wide dissemination; to ensure feedback, provide information on the use of existing OER; to expand knowledge in the field of intellectual property rights, copyright and privacy policy.

ВИКОРИСТАННЯ ІНФОРМАЦІЙНО-КОМУНІКАЦІЙНИХ ТЕХНОЛОГІЙ ДЛЯ ОЦІНЮВАННЯ РІВНЯ НАВЧАЛЬНИХ ДОСЯГНЕНЬ СТУДЕНТІВ ВНЗ

Анотація. У статті обґрунтовується необхідність внутрішнього (формувального) оцінювання, призначення якого в активізації та оптимізації процесу формування цифрового громадянства майбутніх фахівців. Впровадження компетентнісного підходу та інформатизація освіти дозволяють підвищити ефективність існуючих моделей оцінювання, вимагають глибоких змін всіх компонентів системи освіти. Автори цього підходу Дженні Д. Стіл, Курт С. Мередіт, Чарльз Темпл і Уолтер Скотт, за яким мислити критично означає проявляти допитливість, використовувати дослідницькі методи, зокрема, ставити перед собою питання і здійснювати планомірний пошук відповідей.

У доповіді представлені особливості навчального плану підготовки викладачів (педагогічного університету) до впровадження дистанційного та змішаного навчання, переходу до екосистеми персоналізованої освіти, що реалізується на платформі Moodle. Основними завданнями курсів у зв'язку з необхідністю відповідати вимогам сучасної освіти, є формування компетентної особистості у ставленні до життя в інформаційному суспільстві, що розкриває сенс цифрової грамотності. Певне місце в програмі приділено проблемам забезпечення якості освіти, зокрема, формування персоналізованого освітнього інформаційного середовища, що використовує відкриті освітні ресурси, MOOCs, хмарні обчислення, соціальні мережі, віртуальні лабораторії тощо.

Abstract
The report presents the curriculum peculiarities of the teachers’ training implementation of blended learning that was based on the platform Moodle. The main objectives of the courses due to the need to meet the requirements of modern education, providing competent personality’s regard to life in the information society that characterizes the sense of digital literacy. A certain place in the program was given to the problems of ensuring the education quality, in particular, the formation of an ecosystem personal educational information environment that consists of open educational resources, MOOCs, social networks etc. We pay special attention to cloud computing virtualization of laboratory equipment for the development of practical skills in natural science laboratories.
Note that educational problem solving for the innovative, inclusive and reflective society connected with the designing of the educational environment of a new generation that is characterized by increased levels of intellectualization of resources, their appropriate and rational integration, ensuring flexibility and adaptability of digital systems for educational purposes according to the student’s needs. In the structure of that environment is useful to distinguish tools of project-based learning, gamification and aggregation technologies of digital content. All e-learning resources are characterized by attractive design, interactive content, easy access (hyperlinks) to the information they need, integrated dynamic applications (photos, videos, animations, mind maps, infographics), e-portfolio for the formation of individual educational trajectories, means of self-assessment and evaluation.

The article examines the experience of high-quality training of future teachers using innovative technology portfolio, emphasis in the study was given to the problem of reducing the negative impact of the processes of professional adaptation to innovative changes in education and society. The structure of the portfolio as a means of reasoned evaluation of students’ educational achievements actualizes problem solving of educational quality increases their motivation to self-realization and self-improvement. The study showed that the portfolio is an effective tool for creating self-reflective culture and level of personal-professional development of future teachers in the information educational environment.
At the same time, one of the main tasks of innovative higher education becomes the introduction of "philosophy" of leadership, according to which social work creates optimal conditions for the formation of the qualities that ensure the generation of unconventional approaches, bold decisions, the desire to think, to draw conclusions from their mistakes and change ahead of the curve and not under the influence of external circumstances. Certainly, in such a way that there is a gradual transition to the Formative Assessment of students, improve the quality of not only the skills of self-evaluation, digital and media literacy of students, but also to prepare them for independent and group project work, further development of their intellectual capacity, critical and creative thinking.
For the solution of such problems it is advisable to design a new generation of educational environment that is characterized by increased levels of intellectualization means, expedient and rational integration, flexibility and adaptability of a computer-based systems for educational purposes, in accordance with the individual needs of a specific range of users.

ЛИЧНОСТНО-ПРОФЕССИОНАЛЬНОЕ СТАНОВЛЕНИЕ БУДУЩИХ УЧИТЕЛЕЙ В УСЛОВИЯХ КОМПЕТЕНТНОСТНОГО ПОДХОДА
В статье рассматривается опыт современной подготовки будущих учителей с использованием инновационной технологии портфолио, особое внимание в ходе исследования было уделено проблеме уменьшения негативного влияния процессов профессиональной адаптации к инновационным изменениям в образовании и обществе. Рассмотрена структура портфолио как средства аргументированного оценивания учебных достижений студентов, актуализирует решение проблем качества образования, рост их мотивации к самореализации и самосовершенствованию. Исследование показало, что портфолио является эффективным инструментом формирования рефлексивной культуры и самооценки уровня личностно-профессионального становления будущих учителей в условиях информационной образовательной среды.

Наведені приклади використання змішаного навчання у середній школі, в університеті при вивченні технічних дисциплін. Розроблені науково-практичні рекомендації щодо застосування змішаного навчання в освіті.
