These included refugees from the post-election violence in East Timor, and internally displaced persons (IDPs) from the various internal conflicts, such as North Maluku, Kalimantan and Poso. In October of 2001 the Indonesian government introduced a policy that was aimed at resolving the problem of displaced people throughout the archipelago by the end of 2002. The government's plan contained no details on how this was going to be accomplished other than providing three options for displaced populations: 1) return home; 2) empowerment in their place of refuge or; 3) relocation. After this date the IDPs would be handled by the "usual channels," essentially losing their status as IDPs. This policy affected the approximately 220,000 people displaced by the violence in North Maluku to varying degrees. Some were forcefully returned to their homes, while others were simply ignored. This paper looks at the effects of this policy and its implementation in North Sulawesi and North Maluku. Additionally 84 CAKALELE, VOL. 11 this paper looks at the politics of returning home for IDPs in this part of Indonesia, examining issues such as reconstruction, reconciliation, and the continuing military presence in the region. 1 This figure was obtained by the World Food Program by compiling figures collected and provided by the various government agencies in each province or affected area. One problem with this figure is that there was a clear tendency and incentive for each province to inflate the IDP number so as to receive more money from the central government. (F. Kok, pers. comm.).

This is based on the new principles and models on spatial planning coming from the «European Spatial Strategy» (EC, 1999), the principles of the «New Water Culture», and the increasing interest on designing and applying indicator systems as a tool to assess environmental processes. The main contributions related to the stablishment of objectives, criteria and functions of the Observatory, and to the set of indicators provided to describe the key factors according to the relationship between water and territory. The development of new tools like the described one is essential for an effective implementation of the information provided for the decision making process. It is also very usefull to innovate in the gobernance, participation and integration between sectoral planning (hydrologic) and spatial planning

Dealing with food security requires more attention to how to protect peri-urban organic farming systems from urban pressures while strengthening the sustainability of local food systems. Given that short food supply chains (SFSCs) have been proven to be effective at reconnecting people with food production, this study focuses on identifying the barriers that hinder their development and the opportunities derived from the comparative advantage provided by their urban proximity. This study is based on documentary and empirical research addressing food supply chain characteristics in the organic sector. This study is focused on Mediterranean peri-urban agriculture, where, historically, there have been close relationships between the city and the countryside. These relationships are based on the fact that man...

In the past the seasonal nature, irregular availability, and scarcity of this resource have not been sufficiently taken into account in land planning in southern Spain. For this reason, this article first focuses on a detailed description of the factors that are crucial for the elaboration of scenarios that will enhance environmental efficiency, territorial balance, and sustained development, all of which are conducive to improved water planning and management.

Research paper thumbnail of Environmental Efficiency of Greenhouse Agriculture in the Coast of Granada (Spain): Towards New Planning and Management Criteria

Open Environmental Sciences, 2008

According to this, we have considered a set of key indicators combined with other references (reports, cartography…) as a suitable method to evaluate the environmental efficiency of greenhouse agriculture in comparison with other agricultures present in the Coast of Granada. Our main conclusion is that greenhouses are producing the most important territorial impacts and externalities related to the unplanned land occupation and to the pollutants production and discharge. The traditional management practices and planning documents are not useful to reduce the environmental conflicts caused by greenhouses in the Coast of Granada. So we have proposed new environmental planning and management criteria to improve the environmental efficiency of greenhouses and to develop a better integration of this agro-industrial use on the coastal landscapes.
