We have led a survey in brick kilns in the state of Tamil Nadu, India, to study the phenomenon of... more We have led a survey in brick kilns in the state of Tamil Nadu, India, to study the phenomenon of intermediation in the process of recruiting seasonal migrants who are employed for implementing the production. Henceforth, we show that intermediaries play a central role in this industry by simultaneously coordinating the actions of the supply and demand of labor and credit in the interlinked credit-labor market. The role of brokers in this industry is ambiguous in the sense that they are at the same time close to workers and yet they are subjugated to employers. There are two kinds of brokers: the broker-brokers and the broker-workers. The former have better bargaining power than the later, so they are in a better position to defend their employers' interest than the broker-workers.

Far from being a semantic detail, this lexical omission comes as a revelation of a policy change. Public authorities have established, in spite of the positive externalities that social capital generates, a bureaucratic management source of heaviness and ineffectiveness. The proof is a recession of the wooded surfaces accompanied by an irreversible degradation of the natural environment on one hand and of the intrinsic quality of the forests on the other hand. This political position raises questions. Thereby, we suggest that the management of forest resources could be optimized if handled through an approach coming from social capital. Our hypothesis is to set forth that this caesura took place through the disappearance of the local traditional organizations, certainly a vector of social capital but also protector of the natural environment. It is possible, by questioning the past, to find an opening in the forest crisis by rehabilitating the Jema� in a modern vision.

L'approche économique du travail des enfants fait l'hypothèse d'homogénéité des enfants sans faire aucune distinction de genre. Les études sur le travail des enfants montrent que les parents prennent leur décision d'investissement en éducation des enfants et celle du travail des enfants en fonction de l'âge et du sexe de l'enfant. Dans cette étude sur le Maroc, nous montrons que les filles ont une faible intégration sur le marché du travail, la distinction de genre est très prononcée, les filles occupent des emplois comme aides familiaux ou comme le travail domestique. This case study of the brick kiln sector in Chennai shows that workers are in a "mild" ... more This case study of the brick kiln sector in Chennai shows that workers are in a "mild" situation of debt bondage, have to work for long hours, and very often put their children to work as well. However, they are paid wages that are very close to the rates fixed by the government and the system of advance payment is endorsed by both workers and kiln owners and the former see it as a means to social mobility. Only the coming together of employers, unions, NGOs, public authorities and job brokers can help break the debt bondage.

L... more Le débat sur le travail des enfants a pris une ampleur considérable ces vingt dernières années. Les politiques se sont majoritairement orientées vers la promotion de l’éducation. Pourtant, le débat n’a guère fait de place à la question des enfants des rues. Intégrer cette catégorie d’enfants au débat pose de nouvelles questions. En particulier, l’éducation doit prendre une forme non violente et des espaces de travail doivent être ouverts pour les enfants des rues. The debate on child labour has taken a fullness these last twenty years. Policies are actually largely based on the promotion of education. Meanwhile, the debate has not taken into account the very question of street children. Integrating this category of children set new issues. Particularly, education must be non violent and spaces of work must be openned for street children.

We have led a qualitative survey in a small village of South India to study the phenomenon of brokerage. In this village, labourers are seasonal migrants who in order to migrate, take advance from brokers. The village is characterised by a high number of brokers who are in competition to attract labourers to their team. In this environment, labourers have the bargaining power to demand high amount of advance. Therefore, brokers bond them in order to reduce their bargaining power and to avoid competition.
