It will serve as the basic Corps reference document on hydropower planning and design for all levels of study. It covers a variety of topics, including hydrologic data requirements, estimating energy potential, powerplant sizing, pumped-storage hydro, need for hydropower, and economic analysis.

One of the objectives of \IWater Power ’87,\N the fifth biennial international conference on hydropower, was to explore how planners, designers, operators, environmentalists, and regulators have responded to these challenges. The papers in these three volumes of proceedings from the conference cover all aspects of hydropower development and management from planning, through design and construction, to project operation, with consideration being given to economic, financial, environmental, and legal issues, as well as engineering problems. The Yangtze has eight times the hydro potential of the Columbia River basin, currently the larges... more The Yangtze has eight times the hydro potential of the Columbia River basin, currently the largest developed hydro system in the world. In order to pursue economic development through the Four Modernizations more effectively, the Chinese government is beginning the process of overhauling its entire energy system. Current and future Five-Year Plans call for the construction of several large hydro cascades, consisting of sixty projects, on the Yangtze main stem and its major tributaries. These cascades, which will be constructed over the next twenty years, will have a total capacity of at least 87,000 megawatts, yielding more than 250,000 gigawatt-hours (gWh) of electrical energy annually. Some other development plans are also discussed.

In the Spring of 1989, the American Society of Civil Engineers (ASCE) and the Electric Power Rese... more In the Spring of 1989, the American Society of Civil Engineers (ASCE) and the Electric Power Research Institute (EPRI) jointly published their Civil Engineering Guidelines for Planning and Designing Hydroelectric Developments (the Guidelines). ASCE provided the technical authors and EPRI provided funding for publishing and coordinating the project. This paper describes the Guidelines and how they are organized, follows the history of ASCE/EPRI cooperation in writing the Guidelines and the lessons they learned, and shows how they may be useful to civil engineers in the hydropower field. In addition to outlining the contents and usefulness of the Guidelines, this paper provides practical advice on how to facilitate and improve cooperation between organizations and persons with widely different backgrounds and objectives as they work towards a common goal.

This would be so, argued Malthus, because population increases geometrically, while food production increases only arithmetically. Both legs of his theory have been decisively disproved (Referenced pp. 7, 11-13). Margaret Sanger, eugenicist and founder of the American Birth Control League (ABCL), later International Planned Parenthood Federation (IPPF), the world's largest and most influential promoter of abortion. Sanger is still revered as an icon by feminists and abortion-rights activists (Referenced pp. 11, 14, 32). Paul Ehrlich, the founder of Zero Population Growth, is one of the world's most influential population controllers. He has predicted (wrongly) that large-scale famines would occur in the United States by the year 1985. He still has many followers, and his organization, recently renamed the "Population Connection," continues to lobby hard for a reduced population (Referenced pp. 13, 32).

Due to clergy sex abuse scandals centered primarily in the Northern hemisphere, the moral authori... more Due to clergy sex abuse scandals centered primarily in the Northern hemisphere, the moral authority of the Roman Catholic Church has been subjected to an opportunistic siege by prominent individuals and organizations who see the chance to advance their goals, including the ordination of women and the suspension of the requirement for priestly celibacy. There is also a strongly defensive element to this strategy. Opponents of the Church know that there is a well-documented and strong correlation between male homosexuality and child sexual abuse, but claim that there is no evidence supporting this connection. And, of course, those who are currently attacking the Church hope that they can undermine its moral authority to preach on the sinfulness of homosexual behavior and weaken its opposition to ersatz homosexual "marriage." This paper demonstrates that there is indeed a very strong link between male homosexuality and child sexual abuse. It also shows that there is a similar rate of child sexual abuse among other very large groups of adult males (e.g., Protestant clergy, who are usually married), thus proving that celibacy is not the root of the problem ─ homosexuality is. Introduction. A very small number of Catholic priests and other leaders have taken advantage of their positions of authority and influence in order to gain sexual favors or to take advantage of the helpless. The problem of clerical child sexual molestation, particularly in the United States and Europe, has been widely exposed and publicized over the past decade. During the crisis currently being discussed, homophile activists within and outside the Catholic Church have done everything they can to divert attention away from even the possibility that there may be a higher percentage of homosexuals among the priesthood than in the general public, and that this may be the root cause of the problem of child sexual molestation within the Church. These activists particularly seek to deny the link between homosexuality and child sexual molestation. For example, the dissenting organization "Dignity USA" kicked off its "Stop Blaming Gay Priests" campaign in 2002. The group said "DigntyUSA [sic] is calling on the U.S. Catholic bishops to stop blaming gay priests for the clergy sexual abuse scandal. All credible evidence discounts any link between the molestation of children and homosexuality." 1 More recently, Tarcisio Cardinal Bertone, the Holy See's Secretary of State, suggested that there is a link between homosexuality and child sexual abuse.
