This paper addresses the issue of environmental security and the United States, in the context of... more This paper addresses the issue of environmental security and the United States, in the context of how the environment may affect national security concerns of that country. It raises the questions of how the environment may relate to more traditional security issues in the U.S., and whether the current administration of the federal government has provided a clear vision of the environment as a threat. To this end, this paper first covers basic approaches to environmental security, as a form of theoretical basis for understanding and contrasting later approaches. It then goes on to an overview of national security considerations in the U.S. in the past, including ideas which remain fairly constant throughout any security issue, and what allows them to be considered as such. There are then analyses of the four major perspectives on environmental security in the U.S. government, and how those approaches attempt~9 balance jurisdictional concerns with the past policies and basic approaches mentioned earlier. These must be understood in regards to their original question, of whether these visions are sound and coherent enough to qualify as issues of national security in the U.S., and why conflict on the issue might exist.

One of the most important tasks of national security in modern conditions is to ensure the securi... more One of the most important tasks of national security in modern conditions is to ensure the security and stable functioning of critical infrastructure of the state. Control systems are an integral and most vulnerable part of critical infrastructure facilities. This determines the importance of ensuring they are protected from destructive cyber actions. Destructive cyber actions in it is accompanied, as a rule, by chain effects and synergistic effects that systematically influence and cover all other spheres of the life of society and the state, both in ordinary and, especially, in critical conditions. The authors systematically and comprehensively analyzed and presented in the article the results of investigations of the features of destructive cyber actions in the critical infrastructure of state, counteracting them and protecting from them.

Since 1989, researchers have argued that security cannot be understood well without taking environmental factors into account, and that future environmental changes will create new security risks and potential for conflict. The surge in interest during the post-Cold War 1990s was more a reaction to specific historical events than actual security, as environmental issues had long been intertwined with security risks and military operations. Environmental factors have always been crucial, but planners have often assumed the consistency of environmental conditions without question. The environment was always perceived as something external and constant, and while environmental damage may result from military preparations and operations, strategic interests were hardly threatened. The last few years have witnessed a new form of environmental security discussion in which global changes present unique risks to stability and operations and new methods are being developed to assess these risks. The military community can play a key role in such strategic scenario planning, and in developing early warning systems for energy and environmental insecurity. 1 Rather than take a simplistic view of environmental and conflictual dynamics, military planners are qualified to assess complex and uncertain risks, but, in so doing, they are required to engage with a larger community of researchers and scientists. Therefore, energy infrastructure has become a critical component of the hybrid war. Destructive cyber bullying in it is accompanied, as a rule, by chain effects and synergistic effects that systematically influence and cover all other spheres of the life of society and the state, both in ordinary and, especially, in critical conditions. The authors systematically and comprehensively analyzed and present in this article the results of investigations of the features of destructive cyber defects in the national energy sector of Ukraine and the ways of counteracting and protecting critical energy infrastructure.

Yet climate change presents new hazards for national security, and opportunities for those looking to foment instability and uncertainty in traditional institutions. This article examines the connections between climate change risks and hybrid war strategies, and focuses on concepts of resilience targeting, information warfare, and geoengineering, illustrating that ‘full spectrum’ analyses of security are necessary in developing future security strategies.

This paper addresses the issue of environmental security and the United States, in the context of... more This paper addresses the issue of environmental security and the United States, in the context of how the environment may affect national security concerns of that country.
