Taking as a granted that National Strategic Reference Framework (NSRF) focuses on regional disparities reduction, the main scope of this paper is to examine the influence of the NSRF programs on Regional Unity of Serres taking under consideration the existence of great intraregional disparities in region of Central Macedonia. Recently, peripheral disparities undoubtedly deteriorate Greek recession, something that is underlined at the relevant literature. According to Joseph Stiglitz "with inequality at its highest level since before the Depression, a robust recovery will be difficult in the short term" Also, Paul Krugman adds "countries doing a lot of redistribution have, if anything, weathered the crisis better than those that do less" As enterprises confront huge sustainability problems, their investments are deteriorated. Greek state, under the framework of NSRF 2007-2013, announced on spring 2013 the program "Support of SME's which are activated in Manufacturing-Tourism-Commerce & Services" (the program will de completed until the end of 2015). The NSRF provide subsidizes using general geographical-economic (mainly income) criteria (at regional level NUTS2) without examining the NUTS3 level. It is common knowledge that Greek banks nowadays do not support firms sufficiently. Thus, many of the eligible (under the umbrella of the examining program) investments may not be completed. Hellenic Fund for Entrepreneurship and Development (ETEAN), the associated institution, does not provide the necessary funds to all the entrepreneurs. During the last 4 years the 20% of local enterprises have been closed. It is obvious that crisis badly affected local entrepreneurship. According to Serres Chamber of Commerce and Industry the number of enterprises at Regional Unity of Serres have been reduced from 14.103 (January 2010) to 10.715 (January 2015). All the above mentioned are analyzed in our theoretical part. Our empirical research was conducted in February 2014. The survey consists of two parts. At the first part, a comparative analysis between the region of Central Macedonia and the Borough of Serres takes place. At the second part, all the local eligible Balomenou Chrysanthi and Maliari Marianthi / Procedia Economics and Finance 33 (2015) 535-551 enterprises, that will receive subsidizes from ESPA were participated in this research (total 123 ones). The used methodology is the calculation of the main descriptive statistical measures (the average, the standard deviation and the coefficient of variation) and the statistical moment of distribution (the coefficient correlation). According to our main findings, the contribution of NSRF programs as they are regulated by the developmental national laws to the survival and development of local enterprises has been significant, although the legislator disregarded the fact that borough of Serres is poorer than the core region Thessaloniki. The intraregional disparities (which have been indicated both in the theoretical and in the empirical part) should be taken under consideration when a low is reconsidered. Finally it should point out that the general results of our empirical research are relying to the relevant used literature.

This work attempts to examine how the global financial crisis has affected the education sector a... more This work attempts to examine how the global financial crisis has affected the education sector and more specifically, universities. So our paper examines the universities public funding especially in Europe, the mobility of teaching staff, students etc. Also the impact of the financial crisis on universities private sources funding and to mention the need to straighten the collaboration of universities with industries. Universities they have a major role in the economy of a country. They are the main tool for innovation which leads in business development and growth and can reinforce the endogenous regional economic growth. In this view, we present briefly the Triple Helix Theory, which focuses on the importance of the cooperation between public sector, industries and universities. Furthermore, in the theoretical part of our paper, we are examining the case of Greece. More specifically, we are presenting the current situation in Greek Higher Education, focusing on the New Educational Law and especially on the under consultation plan 'Athena' of the Ministry of Education, for the restructure / reallocation of the Greek Universities and Technological Institutions. In the empirical part of our paper, we try to identify whether the Triple Helix Theory is applied in practice or not in Greek case. Our research methodology, based on the data extracted from targeted questionnaires addressed both to Greek entrepreneurs and Greek universities - Scientific Institutions, attempts to show on one hand how the Universities assess the business environment and their new role in the relevant new institutional framework and on the other hand how the Greek industries evaluate their cooperation with the universities sector and their new role in terms of supporting the local entrepreneurship, as well. The used method for analyzing the results is the one of SPSS (descriptive statistics, correlation - convexity indicators). The main findings coming by the processing of the statistical data of our scientific research, reveals that in crisis period the universities can find a new source of funding by 'advertising' their main mission, which is the diffusion of Knowledge, and especially, the innovative one that enterprises need, in order to succeed and to overcome the crisis bad effects. Thus, we can observe that the results of our empirical analysis are strongly related to the relevant literature presented in the theoretical our paper. Finally, considerable general conclusions, policy proposals and questions/ challenges for further research will be presented at the end of our study.

On the 11th of March, 2020, WHO declared the Covid-19 outbreak a pandemic, and no country has been able to contain this coronavirus. Within the scope of the current adverse for entrepreneurship in the development context of the Gr... more Within the scope of the current adverse for entrepreneurship in the development context of the Greek economy, due to the significant influence of the economic crisis upon enterprises, we conducted this research in order to examine both from a theoretical and an empirical view point whether the initial eligible investments under the framework of National Strategic Reference Framework 2007-2013 (NSRF) programs are completed and to what extent and if the relevant investors had access to loan providing funds. Furthermore, we elaborate an intraregional (Regional Unity of Serres) comparative sectoral analysis of the implementation of the said program. The used methodology based on formalized questionnaires, addressed to eligible enterprises in the framework of NSRF Programs. Our main findings indicate that many of the eligible investments were not completed due to lack of sufficient funding.

Yachting tourism is an emerging industry in coastal regions, particularly in the Mediterranean co... more Yachting tourism is an emerging industry in coastal regions, particularly in the Mediterranean countries. The increasing success of yachting tourism has resulted in a significant boom in its relevant business segments. As a specific type of leisure tourism, yachting tourism exerts a positive economic impact on coastal regions, and provides a substantial contribution to the local economy. Greece has many (potential) advantages to enable it to acquire a dominant position in developing a yachting tourism industry, such as authentic local attractions, natural coastal resources, etc. However, since the global financial crisis in 2008, the yachting tourism industry in this country has experienced a clear downturn, while the implementation of some austerity measures has aggravated the economic prospects. Meanwhile, the intense yachting competition from some neighbouring countries presents a big challenge for the sustainability of the Greek yachting tourism industry. The main objective of the present study is to map out the background and the force field of this unfortunate situation. First, we compare the Greek yachting tourism sector with that in other competitive Mediterranean countries, in order to identify the problems inherent in strategic policymaking in this field. Secondly, we conduct extensive field research on yacht users and other stakeholders, in order to analyze the factors relevant for a sustainable development of this sector. To achieve the above-mentioned aims, both theoretical research on the sustainability of the yachting sector and empirical research on the Greek yachting tourism industry will be undertaken. The regression results of our study demonstrate that prevailing industry policies have influenced the sustainability of the Greek yachting sector negatively; our comparative study also provides new knowledge to guide the development of Greek yachting tourism in a more sustainable direction as seen from the perspective of other countries' strategies. Furthermore,our field survey of yacht users and other stakeholders allows us to identify the relevant drivers of sustainability in the Greek yachting tourism industry. In addition, our study also sheds new light on the emerging research field of the yachting tourism economy, and serves to enrich traditional tourism research. While our empirical research focusses in particular on the Greek yachting sector, our findings also provide practical guidance for its development in the long run.

For this reason they try to secure resources from various financing sources and seek for a favourable taxation status. Investigating the various financing sources and the tax treatment of non-profit enterprises is an important issue for their economic feasibility and for achieving their development and social role. From this examination of both those issues regarding non-profit enterprises it was made clear that there are important financing sources, which could be utilised in order for them to achieve their social mission. Of course, this could be even more enhanced if combined with a special tax treatment framework allowing tax opportunities to be used within the scope of those activities performed by non-profit enterprises.

Based on the case study of the entrepreneurship in the Peloponnese Region, this paper explores th... more Based on the case study of the entrepreneurship in the Peloponnese Region, this paper explores the main characteristics of young entrepreneurs operating in the Greek periphery, the factors involved in encouraging or discouraging young entrepreneurs to set up an enterprise and the factors that hinder the success of those enterprises and often lead them to their closing down. The methodological framework of the survey is based on a series of personal interviews by means of a structured questionnaire with closed and open questions given to 70 young entrepreneurs from various sectors of the regional economy operating in one of the five prefectures in Peloponnese. The participants of the aforementioned field survey on youth entrepreneurship were entrepreneurs aged between 19 and 40. The statistical processing of the survey data results in a series of findings concerning the characteristics and the factors affecting youth entrepreneurship, which lead to the relevant regional policy proposals.

The methodology employed is based on identifying the communities with the most extensive oil extr... more The methodology employed is based on identifying the communities with the most extensive oil extraction activities using GIS (Geographic Information System) software. We then apply a random effects panel regression model to check the significance of the oil price as a predictor of employment. Finding: Results indicate that the effect of oil price fluctuations is limited, with employment in the identified communities following the national trend. Research limitations/implications: Unfortunately, our study is hindered by data availability issues and a short time series. Nevertheless, conclusions are backed by the country's characteristics-a diversified economy, integration with refining operations, and the presence of related manufacturing and services activities. Originality/value: The study adds to the existing literature by focusing on a mature region with a long history of hydrocarbon extraction activities. We argue that the study of local communities in mature regions is of great importance in the context of the ongoing energy transition, particularly of those located within the European Union.

Knowledge transfer dynamics and its influence on Regional Development, b) the Entrepreneurship education: The role of the Entrepreneurial University, c) Knowledge Spillovers and regional Innovation System (RIS): empirical evidence of some European Regions, d) the current situation in Greek Higher Education, focusing on the New Educational Law and especially on the plan "Athena" of the Ministry of Education, for the restructure / reallocation of the Greek Universities and Technological Institutions e) The new Law for Research Technology and Innovation in Greece (Horizon 2020 program) c) The Hungarian case study. In the empirical part of our paper, we are studying the restructure / reallocation of the Greek Universities and Technological Institutions. Our research methodology, based on the data extracted from targeted questionnaires addressed both to Greek entrepreneurs and Greek universities ? Scientific Institutions, attempts to show on one hand how the Universities assess the business environment and their new role in the relevant new institutional framework and on the other hand how the Greek industries evaluate their cooperation with the universities sector and their new role in terms of supporting the local entrepreneurship, as well. The used method for analyzing the results is the one of SPSS (descriptive statistics, correlation ? convexity indicators). The main findings coming by the processing of the statistical data of our scientific research, reveal that in crisis period the universities can find a new source of funding by "advertising" their main mission, which is the diffusion of Knowledge, and especially, the innovative one that enterprises need, in order to succeed and to overcome the crisis bad effects. Thus, we can observe that the results of our empirical analysis are strongly related to the relevant literature presented in the theoretical part of our paper. Finally, considerable general conclusions, policy proposals and questions/ challenges for further research will be presented at the end of our study. Finally, we would like to draw your attention on the fact that during this period is taking palace an ongoing relevant research in Hungary and we are expecting the results in order to be able to make a comparative analysis and consequently the appropriate SWOT ANALYSIS.

Within the scope of the current adverse for entrepreneurship in the development context of the Gr... more Within the scope of the current adverse for entrepreneurship in the development context of the Greek economy, due to the significant influence of the economic crisis upon enterprises, we conducted this research in order to examine both from a theoretical and an empirical view point whether the initial eligible investments under the framework of National Strategic Reference Framework 2007-2013 (NSRF) programs are completed and to what extent and if the relevant investors had access to loan providing funds. Furthermore, we elaborate an intraregional (Regional Unity of Serres) comparative sectoral analysis of the implementation of the said program. The used methodology based on formalized questionnaires, addressed to eligible enterprises in the framework of NSRF Programs. Our main findings indicate that many of the eligible investments were not completed due to lack of sufficient funding.

The increasing success of yachting tourism has resulted in a significant boom in its relevant business segments. As a specific type of leisure tourism, yachting tourism exerts a positive economic impact on coastal regions, and provides a substantial contribution to the local economy. Greece has many (potential) advantages to enable it to acquire a dominant position in developing a yachting tourism industry, such as authentic local attractions, natural coastal resources, etc. However, since the global financial crisis in 2008, the yachting tourism industry in this country has experienced a clear downturn, while the implementation of some austerity measures has aggravated the economic prospects. Meanwhile, the intense yachting competition from some neighbouring countries presents a big challenge for the sustainability of the Greek yachting tourism industry. The main objective of the present study is to map out the background and the force field of this unfortunate situation. First, we compare the Greek yachting tourism sector with that in other competitive Mediterranean countries, in order to identify the problems inherent in strategic policymaking in this field. Secondly, we conduct extensive field research on yacht users and other stakeholders, in order to analyze the factors relevant for a sustainable development of this sector. To achieve the above-mentioned aims, both theoretical research on the sustainability of the yachting sector and empirical research on the Greek yachting tourism industry will be undertaken. The regression results of our study demonstrate that prevailing industry policies have influenced the sustainability of the Greek yachting sector negatively; our comparative study also provides new knowledge to guide the development of Greek yachting tourism in a more sustainable direction as seen from the perspective of other countries' strategies. Furthermore,our field survey of yacht users and other stakeholders allows us to identify the relevant drivers of sustainability in the Greek yachting tourism industry. In addition, our study also sheds new light on the emerging research field of the yachting tourism economy, and serves to enrich traditional tourism research. While our empirical research focusses in particular on the Greek yachting sector, our findings also provide practical guidance for its development in the long run.

For this reason they try to secure resources from various financing sources and seek for a favourable taxation status. Investigating the various financing sources and the tax treatment of non-profit enterprises is an important issue for their economic feasibility and for achieving their development and social role. From this examination of both those issues regarding non-profit enterprises it was made clear that there are important financing sources, which could be utilised in order for them to achieve their social mission. Of course, this could be even more enhanced if combined with a special tax treatment framework allowing tax opportunities to be used within the scope of those activities performed by non-profit enterprises.

Based on the case study of the entrepreneurship in the Peloponnese Region, this paper explores th... more Based on the case study of the entrepreneurship in the Peloponnese Region, this paper explores the main characteristics of young entrepreneurs operating in the Greek periphery, the factors involved in encouraging or discouraging young entrepreneurs to set up an enterprise and the factors that hinder the success of those enterprises and often lead them to their closing down. The methodological framework of the survey is based on a series of personal interviews by means of a structured questionnaire with closed and open questions given to 70 young entrepreneurs from various sectors of the regional economy operating in one of the five prefectures in Peloponnese. The participants of the aforementioned field survey on youth entrepreneurship were entrepreneurs aged between 19 and 40. The statistical processing of the survey data results in a series of findings concerning the characteristics and the factors affecting youth entrepreneurship, which lead to the relevant regional policy proposals.

The methodology employed is based on identifying the communities with the most extensive oil extr... more The methodology employed is based on identifying the communities with the most extensive oil extraction activities using GIS (Geographic Information System) software. We then apply a random effects panel regression model to check the significance of the oil price as a predictor of employment. Finding: Results indicate that the effect of oil price fluctuations is limited, with employment in the identified communities following the national trend. Research limitations/implications: Unfortunately, our study is hindered by data availability issues and a short time series. Nevertheless, conclusions are backed by the country's characteristics-a diversified economy, integration with refining operations, and the presence of related manufacturing and services activities. Originality/value: The study adds to the existing literature by focusing on a mature region with a long history of hydrocarbon extraction activities. We argue that the study of local communities in mature regions is of great importance in the context of the ongoing energy transition, particularly of those located within the European Union.
