Within the ethical debate on Machine learning-driven decision support systems (Ml_CDSS), notions ... more Within the ethical debate on Machine learning-driven decision support systems (Ml_CDSS), notions such as "human in the loop" or "meaningful human control" are often cited as being necessary for ethical legitimacy. in addition, ethical principles usually serve as the major point of reference in ethical guidance documents, stating that conflicts between principles need to be weighed and balanced against each other. Starting from a neo-Kantian viewpoint inspired by Onora O'Neill, this article makes a concrete suggestion of how to interpret the role of the "human in the loop" and to overcome the perspective of rivaling ethical principles in the evaluation of ai in health care. We argue that patients should be perceived as "fellow workers" and epistemic partners in the interpretation of Ml_cDSS outputs. We further highlight that a meaningful process of integrating (rather than weighing and balancing) ethical principles is most appropriate in the evaluation of medical ai.

Kapitlet forklarer hvordan tre sensitiviteter kan bevare denne respekten: praksissensitivitet, sjangersensitivitet og situasjonssensitivitet. Dette perspektivet utvikles som en kontrast til eksisterende framstillinger av forskningslitterasitet.

Public organizations are subject to many kinds of control mechanisms and analysts worry that they... more Public organizations are subject to many kinds of control mechanisms and analysts worry that they often suffer from an "accountability overload." This article argues that such diagnoses are typically set without an adequate demarcation criterion for identifying accountability practices and separating them from other kinds of interaction, such as strategic pursuit of power or reputational standing. In response, the suggestion is that accountability practices should be restricted to procedures that track the mandate of the organization. This requires clarification of how mandates can be seen as more than a mere heap of conflicting considerations. The concept of a "multidimensional mandate" is introduced as a heuristic for thinking about how different perspectives on organizational action can be integrated. The interpretive test for deciding if a procedure qualifies as an accountability practice is whether it is sufficiently sensitive to the intertwinement of the goals and commitments of the organization. Neither account-givers nor account-holders can legitimately refrain from orienting themselves in this broader normative framework.

The paper offers a novel philosophical perspective on how research literacy should be conceptuali... more The paper offers a novel philosophical perspective on how research literacy should be conceptualised in the educational domain. Standard accounts of teacher research literacy consider it merely a subset of the skills of an educational researcher. Therefore, the accounts largely ignore the need to anchor or embed the mode of engagement with research in the particular demands of the professional role. By contrast, we argue that a virtue-based account of the epistemic agency involved in receiving testimony can help deliver a normatively attractive and empirically plausible account that is tailored to the role. We support the account with an original in-depth analysis of actual teacher engagement with research.

Hvilke krav stiller god forvaltningsskikk til forvaltningen? I kjølvannet av trygdeskandalen har ... more Hvilke krav stiller god forvaltningsskikk til forvaltningen? I kjølvannet av trygdeskandalen har det blitt reist spørs- mål om rettssikkerhetens vilkår i norsk forvaltning. Et gjennomgangstema er at Nav må bli bedre til å begrunne sine vedtak. Bedre begrunnelse innebærer imidlertid økt oppmerksomhet om EUs krav til god forvaltningsskikk. I denne artikkelen viser vi hvorfor dette krever utarbeidelse av en prinsippbasert forvaltningsskikk som går utover lovens bok- stav. Forvaltningen har et krav på seg om å fatte vedtak som er rettferdige, og som kan stå seg i en offentlig debatt. Vi klargjør det normative rammeverket for denne forvaltningsskikken med søkelys på legitimitetshensynene effektivitet, kompetanse, legalitet og rimelighet. Resultatet er en teori om rettssikkerhet gjennom begrunnelse hvor materielle og prosedurale rettssikkerhetskrav ivaretas av en prinsippstyrt offentlig fornuft.

This article provides a conceptual clarification of the complementary relationship between teache... more This article provides a conceptual clarification of the complementary relationship between teachers’ research literacy and their role-based agency. In many countries, teachers are increasingly expected to actively use and develop research. However, without taking account of teachers’ distinct conditions of agency, this expectation may weaken rather than strengthen the profession. Top-down mechanisms that push teachers to follow rigid evidence-based procedures diminish their professional auton- omy. At the same time, conceptual research on teachers’ agency has developed new tools for promoting research literacy in a way that is conducive to professional autonomy. By conceptualizing research literacy as shaped by polyphonic agency, the article clarifies this field to support future teachers in terms of teacher education and working life. The article also articulates strategies for enhancing agency, such as raising awareness of the relevant standards, responding to accountability mechanisms, and developing teacher education programs.

There is widespread agreement that the art/science dichotomy is obsolete; professional practice m... more There is widespread agreement that the art/science dichotomy is obsolete; professional practice must accommodate both experience-based judgment and evidence-based tools. However, there is little agreement on what this reconciliation entails, partly because we lack a conceptualization of the professional agency involved. What kind of intellectual ability is needed for the translation of research into practice? This article argues that we need a new conception of research literacy, where the distinct issues of application to practice are addressed. By first replacing the art/science dichotomy with a craft model of professional practice, the article explains how research literacy should be conceived as a virtue that preserves the integrity of the domain of expertise. Standards for consumer safety, investor protection, and environmental sustainability are governed by appeals to the epistemic authority of experts. Typically, formal international organizations orchestrate cross-border constellations of public–private collaborations between groups that are deemed to have relevant knowledge. This trend is part of a depoliticization of decision-making; policy issues are framed as technical problems that should be kept at a distance from party politics. This chapter asks how accountability serves legitimacy in the case of independent agencies. It ar... more This chapter asks how accountability serves legitimacy in the case of independent agencies. It argues that the legitimacy-enhancing function of accountability presupposes procedures that express inter-institutional respect. This approach is developed in response to both those who believe in the sufficiency of a “system of multiple controls” and to those want to replace controls with “ethos” and “administrative culture.” Mechanisms of oversight are necessary, but they must be embedded in an appropriate mode of interaction. The form of respect that is appropriate for accountability interaction is recognition of agency work as governed by a distinct normative domain.

The increased authority delegated to independent agencies raises questions about the conditions o... more The increased authority delegated to independent agencies raises questions about the conditions of politically accountable governance, and specifically parliament’s role as a representative institution. Focusing on committee hearings as an accountability mechanism, we ask: How can a parliament employ hearings to ensure that the ends pursued by agencies have a democratic foundation? We propose a model of “mutual attunement” where accountability relations presuppose a process of working-out shared understandings of the ends, means and circumstances of policy needs. We test our argument through a case study assessing the interaction between the European Parliament’s Committee on Economic & Monetary Affairs and the European Securities and Markets Authority. Theoretically, we contribute to discussions on agency accountability and European governance, while providing a novel conceptual model and the first analysis of its kind.

However, there is little agreement on what this reconciliation entails, partly because we lack a conceptualization of the professional agency involved. What kind of intellectual ability is needed for the translation of research into practice? This article argues that we need a new conception of research literacy, where the distinct issues of application to practice are addressed. By first replacing the art/science dichotomy with a craft model of professional practice, the article explains how research literacy should be conceived as a virtue that preserves the integrity of the domain of expertise. This virtue is served by a set of sensitivities that enable professionals to embed evidence-based tools into practice in a collaborative and situationally attuned way. Standards for consumer safety, investor protection, and environmental sustainability are governed by appeals to the epistemic authority of experts. Typically, formal international organizations orchestrate cross-border constellations of public–private collaborations between groups that are deemed to have relevant knowledge. This trend is part of a depoliticization of decision-making; policy issues are framed as technical problems that should be kept at a distance from party politics. It argues that the legitimacy-enhancing function of accountability presupposes procedures that express inter-institutional respect. This approach is developed in response to both those who believe in the sufficiency of a “system of multiple controls” and to those want to replace controls with “ethos” and “administrative culture.” Mechanisms of oversight are necessary, but they must be embedded in an appropriate mode of interaction. The form of respect that is appropriate for accountability interaction is recognition of agency work as governed by a distinct normative domain.

The increased authority delegated to independent agencies raises questions about the conditions o... more The increased authority delegated to independent agencies raises questions about the conditions of politically accountable governance, and specifically parliament’s role as a representative institution. Focusing on committee hearings as an accountability mechanism, we ask: How can a parliament employ hearings to ensure that the ends pursued by agencies have a democratic foundation? We propose a model of “mutual attunement” where accountability relations presuppose a process of working-out shared understandings of the ends, means and circumstances of policy needs. We test our argument through a case study assessing the interaction between the European Parliament’s Committee on Economic & Monetary Affairs and the European Securities and Markets Authority. Theoretically, we contribute to discussions on agency accountability and European governance, while providing a novel conceptual model and the first analysis of its kind.
