Based on a review of the legal literature related to the economic constitution, its understanding was expanded, allowing the competences it brought to be also attributed to the municipalities. Discussing the role of the municipality in the context of Brazilian federalism, the reasons for municipal dependence on central power were listed. As an alternative to overcoming dependency and underdevelopment, the municipality's intervention in the economic domain was pointed out, based on the incentive to social currencies. Throughout the present study, the objective was to elucidate if it is lawful for the municipality to intervene in the economic domain and if this intervention can occur by encouraging the creation of social currencies of local circulation.
