and geographical proximity. Migration, a fundamental aspect of human social life, can be driven by various factors, including
persecution and the pursuit of better opportunities. However, this migration has sometimes led to nationalist sentiments and
xenophobia in the host country, defined as attitudes, prejudices, and behaviors towards individuals perceived as foreign, often
resulting in racist behaviors and human rights violations. In recent years, particularly following the Iranian elections in 2024, there
has been a noticeable increase in anti-immigrant sentiment and xenophobia towards Afghan immigrants. This trend is alarming as
it forecasts potential social divisions between Iranians and Afghan immigrants. The lack of clear media guidelines and specific laws
has contributed to the growth of anti-immigrant expressions and racism within Iranian society, media, social networks, and culture.
The situation has escalated with the spread of stereotypes and discriminatory information against immigrants on social networks,
leading to prejudiced attitudes throughout Iran. This has highlighted a perceived superiority of Iranian citizens over minority groups,
a sentiment that has been reinforced in the social and political structure. Many Iranian politicians and parliament members have
openly expressed opposing views on immigration, citing national security concerns, without making efforts to enact laws that would
uphold human dignity and properly manage immigration issues.
Policies against Afghan immigrants, including those born and raised in Iran across multiple generations, have been criticized for
being inhumane. Economic challenges in the country are often unjustly attributed to Afghan immigrants, with claims that they are
the root cause of inflation, housing shortages, and other social issues. This narrative is supported by government propaganda and
racist individuals through social media and other platforms, exacerbating the situation. The discrimination against Afghan
immigrants has led to various forms of violence and insults, with many being denied fundamental rights such as purchasing food or
renting homes. They are often segregated into specific areas for their basic needs, alienating them from society. This situation
underscores the urgent need for comprehensive policies and societal change to address the discrimination and racism faced by
Afghan immigrants in Iran, ensuring their rights and dignity are protected. Waves of Discrimination and Racism against Afghan

This group and its supporters have committed countless crimes during their rule in Afghanistan. In 2021, when this group comes to power, the women's experience of two decades ago will be repeated, and women will be deprived of their most basic rights. Like two decades ago, the Taliban removed the girls from social life by closing schools and imprisoning them at home. The recent actions of the Taliban against women include the following areas: exclusion from education, exclusion from work, exclusion from political activities, and restriction of activities in the public space, all these decrees and rulings against women's activities are from the source of Sharath and religious fatwas. The Taliban has been issued. In this research, we are looking at the influencing factors of the Taliban's thoughts on restricting the rights of women in the society of Afghanistan. In this research, we have compared the differences between the religious thoughts and beliefs of the Taliban, which are adapted from Islamic rulings, and the religious fatwa of the Taliban leaders with Islamic rulings.

Afghans began fleeing the country after 1978; then more fled in the opening scenes of the Soviet invasion in 1979 and throughout the war. Another wave left during the civil war in the early 1990s, and when the Taliban control all country after the Najib government they are attack and controlled all country. The U.S.-led war in Afghanistan over the last decade has pushed yet more Afghans to leave the country, and other international organizations have invested in assisting returnees. The Costs of War project writes that, the United Nations High Commissioner for Refugees (UNHCR) reported that Afghanistan remained the world’s top producer of refugees for the 32nd year in a row in civil war in Afghanistan between 1978 till in 2014, with more than 3.7 million as of July 2014, 700,000-plus of which are internally displaced persons (IDPs).1
The latest audit report from the Special Inspector General for Afghan Reconstruction (SIGAR) highlights that the State Department (and by extension UNHCR, on which State relies for data on refugees) are unable to independently verify the number of Afghan refugees in Pakistan and Iran. That’s despite Washington spending nearly $1 billion since 2002 on assistance to Afghan refugees in Pakistan and Iran and programs to facilitate repatriation to Afghanistan and help returnees and IDPs. The SIGAR report comments that “State relies on UNHCR current- and future-year projections on Afghan refugees, among other factors, to help inform its annual funding requests to Congress for programs intended to support Afghan refugees.( UNHCR :2015:2)
