Eastern policy has for many years been a complicated and emotionally charged issue in Polish-Germ... more Eastern policy has for many years been a complicated and emotionally charged issue in Polish-German relations. A frequent claim made in public debates on this issue is that the two countries are once more divided in their views. However, the results of a survey conducted simultaneously by the Institute of Public Affairs and the Bertelsmann Stiftung in Poland and Germany reveal that Poles and Germans hold basically similar views on issues connected with the Russia-Ukraine conflict. Although differences between them are visible, the two countries are closer to each other in their opinions on Russia than many Polish and German commentators assume. Poles and Germans share the same negative assessment of the state of their countries’ relations with Russia. Also both publics support EU sanctions. This Russian reprisal for Ukraine’s Revolution of Dignity seems to have strengthened the determination of Ukrainians in their pro-European choice, which was confirmed through democratic presidential and parliamentary elections. The annexation of Crimea and the military activities of Russian-backed separatists in eastern Ukraine have met with condemnation on the part of Western democracies.

The reason for carrying out a survey of Polish public opinion, the results of which are presented... more The reason for carrying out a survey of Polish public opinion, the results of which are presented in this report, was the crisis in the relations between the Polish government and the institutions of the European Union concerning primarily, but not exclusively, the changes to the functioning of the justice system in Poland which have been under implementation since 2015. In the opinion of the European Commission, which in December 2017 initiated the so-called breach procedure under Article 7 of the Treaty on European Union (TEU), these changes are in conflict with EU law and the values listed in Article 2 of the TEU, including but not limited to the principle of the rule of law. The crisis in the relations with Brussels intensified in December 2020 when Poland and Hungary threatened to veto the 2021–2027 EU budget and the Recovery Fund because of the adoption of the so-called rule of law mechanism.

After a first successful period in 2013-2015, which included more than 80 events in 17 EU countries and the publication of two major reports, which elaborated five strategic options on the future of the EU, the NPE project entered a new phase in 2016-2017. The ultimate aim of this new phase of the NPE project is to work out the details of a wider 'package deal' to equip the EU with the tools it needs to meet the internal and external challenges it faces. This proposal will contain solutions generated by connecting the discussions on the key policy challenges, and propose changes in the way the EU and its policies are defined to avoid future fundamental crises. The outcome of the Belarusian elections of March 19, 2006 opens up the prospects of a prolonged s... more The outcome of the Belarusian elections of March 19, 2006 opens up the prospects of a prolonged struggle between Lukashenka’s dictatorial regime and the forces of democratic opposition and politically awakened parts of the civil society. In view of the brutal repression of protesters against the fraudulent elections and anyone daring to challenge the regime, the question arises as to what will be the best tactics and strategies for pro-democracy activists and their supporters in the West. The degree of repressiveness of the Lukashenka regime, its methods combining soft and hard power, eludes comparison with pre-Orange Revolution Ukraine. Indeed, some Belarusian activists are inclined to draw comparisons between the situation in Belarus and Poland after martial law was imposed in late 1981. A country can pay a political price as well. Poland's accession negotiations with the EU were slowed down by two issues. The negotiators representing the EU15 had problems accepting Polish demands for EU labor markets to be open immediately after the accession and that Polish farmers receive the same subsidies as their Western European counterparts. This resistance was based not only—or even not primarily—on experts' assessments, but was political pressure felt by the negotiators. , represents the first attempt to establish a clear framework for action for EU institutions and ... more , represents the first attempt to establish a clear framework for action for EU institutions and member-states in a policy field that has traditionally operated in a rather scattered and unco-ordinated manner. Reforms at the institutional and the policy level have raised expectations not only amongst policy practitioners and experts in the EU, but also in partner countries where the lack of a more coordinated and coherent EU voice in external affairs has often been perceived as a serious shortcoming in their dealings with the EU, particularly when it comes to supporting democracy and democratic reforms in third countries. A new beginning? Democracy support in EU external relations under the Lisbon Treaty In November 2009, the Council of the European Union approved a set of Council Conclusions on Democracy Support in the EU's External Relations, including an Agenda for Action. With the entry into force of the Lisbon Treaty, and the creation of an EU diplomatic service (European External Action Service), an opportunity now exists to provide a clear framework for democracy support in EU external relations. The European Union's external relations are in flux. The new architecture sanctioned by the Lisbon Treaty is meant to change the face and the means of the EU's external action efforts. At the same time, the EU is engaged in a process of profound restructuring of external action instruments aimed at both incorporating the agenda of aid effectiveness and improving cooperation , coherence and complementarity of EU efforts. The polycrisis that has plagued the EU for years has led to a cacophony of voices calling for fundamental change to the integration project. Yet despite the shock of the Brexit referendum and the electoral upsets caused by nativist parties across the continent, few of the plans for EU reform include concrete proposals to address the perennial democratic deficit. This book looks at how the relationship between citizens, the state and EU institutions has changed in a multi-layered Union. As such, it focuses more on polity than on populism, and does not engage deeply with policy or output legitimacy. Building on the notion of increasing social, economic and political interdependence across borders, this book asks whether a sense of solidarity and European identity can be rescued from the bottom up by empowering citizens to ‘take back control’ of their Union. Following the 2015 elections, the Polish government has become increasingly disapproving of the current state of the European Union (EU); while EU institutions, most notably the Commission, criticised the PiS government for infringement of the rule of law and other values and principles enshrined in Article 2 of the TEU. The deepening rift between Warsaw and Brussels is accompanied by a deep polarisation of Polish public opinion and elites on many crucial issues regarding the future of Europe. These facts notwithstanding, Polish society strongly supports Poland’s EU membership and the government’s ‘Brussels bashing’ has had limited impact on the general support for integration.

Signed by former and current politicians, journalists, and experts, the letter concludes that PACE must not abdicate the power to sanction delegations that violate the Council of Europe’s basic principles.
